DECEMBER  29, 2003


AFTER proper posting of public notice, a copy of which is attached hereto, on this the 29th day of December, A.D. 2003, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #538/03:  It being nine a.m. JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of December 22, 2003.  He asked if there were any corrections or additions to the minutes; there being none, the minutes were approved as submitted.          



  2. Agenda #2a - Awarding Bids for Aggregate for Road and Bridge Department

    • MINUTE ORDER #539/03:  The County Engineer presented the matter of awarding bids for the purchase of aggregate for the seal coat program and recommended that since he had no way of knowing who might have the material, or what quality of the material is going to be that he recommended awarding the bid to all who have bid.  The Department then will select a source based on cost, mileage and cleanliness of the material.  After due discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER SCHILLER, the Court unanimously approved awarding the bid to Shallowford Construction; Sunshine Sand & Gravel, Trinity Materials, and Mine Services, Inc.            



  3. Agenda #2b - Final Plat for Harrison Valley Estate

    • MINUTE ORDER #540/03:  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved the final plat for Harrison Valley Estate Subdivision.            



  4. Agenda #3 - Personnel

    • MINUTE ORDER #541/03:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.  



  5. Agenda #4 - District Clerk Fees

    • MINUTE ORDER #542/03:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously approved the following new fees to be charged by the District Clerk, to-wit:  House Bill #1905 which allows the collection of an additional $5.00 Records Preservation Fee to be used by the District Clerk, with the approval of the Commissioners Court, for Records Preservation in the District Clerk's Office.  Further, House Bill #2292 which allows the collection of a $15.00 fee for all divorces to be used by the Commissioners Court to fund service providers for specified services.        



  6. Agenda #5 - Bell County Human Services Department Grant Agreement

    • MINUTE ORDER #543/03:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved authorizing the County Judge to execute a grant agreement with the City of Killeen for services provided by the Bell County Human Services Department. 



  7. Agenda #6 - Claims

    • MINUTE ORDER #544/03:  There were no claims presented for the approval of the Court.  


      (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)



              There being no further business, the meeting adjourned.
