AFTER proper posting of public notice, a copy of which is attached hereto, on this the 29th day of March, A.D. 2004, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #093/04:  It being nine a.m. JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of March 22, 2004 as amended.  He asked if there were any corrections or additions to the minutes; there being none, the minutes were approved as amended.             



  2. Agenda #2a - Public Hearing on Installation of Traffic Control Devices

    • MINUTE ORDER #094/04:  JUDGE BURROWS opened the public hearing on the installation of traffic control devices at the following locations, to-wit:  1) Install 25 mph speed limit on West Drive;  2) Install 30 mph speed limit on Southerland Road, from 3rd Street in Pendleton to 0.1 mile south of Vaughn Road Intersection;  3) Install 30 mph speed limit on 6th Street in Pendleton;  4) Install 30 mph speed limit on 3rd Street in Pendleton; and 5) Install 30 mph speed limit on Southerland Road from FM 1237 to railroad tracks.  He asked if there were any public comments; there being none, the public hearing was closed and upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved the installation of all such traffic control devices.  



  3. Agenda #3 - Personnel

    • MINUTE ORDER #095/04:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes. 



  4. Agenda #4 - H.E.L.P. Center - Application for CDBG Funds from City of Temple

    • MINUTE ORDER #096/04:  Ms. Judy Morales of the H.E.L.P. Center in Temple appeared before the Court requesting approval of Bell County Human Services Center's application for a Community Development Block Grant funds from the City of Temple.  Ms. Morales reported that she was applying for a $25,000.00 grant with $5,000.00 being for transportation with IHOP; $10,000.00 for Child Care for Low Income Families; and $10,000.00 for Education Supplies and Tuition.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved authorizing such application for CDBG Funding from the City of Temple. 



  5. Agenda #5 - H.E.L.P. Center - Application of CDBG Funds from City of Killeen

    • MINUTE ORDER #097/04:  Ms. Rita Kelley of the H.E.L.P Center in Killeen appeared before the Court requesting  approval of Bell County Human Services Center's application for a Community Development Block Grant funds from the City of Killeen.  Ms. Kelley reported that she was applying for a $46,000.00 grant with $20,000.00 being for Child Care for Low Income Families; with the remaining funds being split for pharmaceutical services, youth services, and Partnership in Communities.  After due discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court unanimously approved authorizing such application for CDBG Funding from the City of Killeen.     



  6. Agenda #6 - Report of County Treasurer of the 2003 FY Interest and Investment Report

    • MINUTE ORDER #098/04:  Treasurer Charles Jones presented to the Court the 2003 FY Interest and Investment Report and the 1st Quarter of 2004 FY Investment Report as required by law.  A copy of the same being filed in the Office of the County Clerk.     



  7. Agenda #7 - Resolution honoring the 100th Anniversary of the Betty Martin Chapter DAR

    • MINUTE ORDER #099/04:  JUDGE BURROWS presented a resolution honoring the 100th Anniversary of the Betty Martin Chapter of the National Society, Daughters of the American Revolution which was chartered in Temple, Texas, on April 6, 1904, and declaring April 6, 2004, as "Betty Martin Chapter DAR" Day in Bell County, Texas; a copy of such resolution being attached hereto and made a part of these minutes.  Members of the Betty Martin Chapter presented were Jane Davenport, Regent; Betty Taylor, Committee Chairman of the 100th Year Celebration; and Wanda Weinblatt, member of such Committee. 



  8. Agenda #8 - Report of Lone Star Legal Aid of Operation of Pro Se Clinic

    • MINUTE ORDER #100/04:  Mr. John Tutorty of the Lone Star Legal Aid appeared before the Court to give a report about the second year of operation of their Pro Se Clinic.    



  9. Agenda #9 - Interim Funding for Family Outreach

    • MINUTE ORDER #101/04:  JUDGE BURROWS and members of the Court discussed with members of the Family Outreach Program in Bell County interim funding for another case worker for such Program to complete FY 2003-04 fiscal year and after due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously approved amending the budget in the amount of $30,000.00 toward the Family Outreach Program to complete the remaining fiscal year of 2003-2004.     



  10. Agenda #10 - Traffic Control on West Village Road

    • MINUTE ORDER #102/04:  Upon the recommendation of Sheriff Smith, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved authorizing the County Judge to execute an interlocal agreement with the City of the Village of Salado for traffic control on West Village Road.  All according to a copy of such interlocal agreement attached hereto and made a part of these minutes. 



  11. Agenda #11 - Budget Amendments

    • MINUTE ORDER #103/04:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved budget amendments to reflect the actual costs of the National School Lunch Program and the operation of the Detention Center.  All according to a copy of such amendments attached hereto and made a part of these minutes.  



  12. Agenda #12 - Rescinding of EMS Contract with Scott and White

    • MINUTE ORDER #104/04:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved the Rescinding of MINUTE ORDER #63/04, dated February 23, 2004, with respect to approval of the EMS Contract with Scott and White. 



  13. Agenda #13 - Purchase of Carnegie Building

    • MINUTE ORDER #105/04:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved ratifying the purchase of the Carnegie Building where the Bell County Museum is located after the acceptance of the bid by the City of Belton and approved the budget amendment therefore. 



  14. Agenda #14 - Claims

    • MINUTE ORDER #106/04:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor. 


      (The Court then went into Executive Session to discuss personnel issues and thereafter with all members aforementioned present in open meeting, the Court went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)



              There being no further business, the meeting adjourned.
