AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 1st day of June, A.D. 2004, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular session with the

Agenda #1 - Minutes
- MINUTE ORDER #166/04: It being nine a.m. JUDGE
BURROWS called the meeting to order and called to the Courts
attention the fact that they had previously received copies of the minutes
of May 24, 2004. He asked if there were
any corrections or additions to the minutes; there being none, the minutes
were approved as submitted.
Agenda #2a - Release of Drainage and Utility Easement
- MINUTE ORDER #167/04: The County Engineer presented
the matter of the abandonment and release of the Drainage and Utility
Easement between Lots 90 and 91, Tanglewood Subdivision and recommended
its approval. After due discussion, upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER CORTESE, the
Court unanimously approved such abandonment and release and authorized JUDGE BURROWS
to execute, on behalf of Bell County, such release.
Agenda #2b - Bid for Base Material
- MINUTE ORDER #168/04: The Court discussed the matter
of awarding the bid to furnish base material to the Sunshine-Strasburger
Road Project. After due discussion, upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER SCHILLER, the
Court unanimously approved awarding such contract to Franklin Industrial
Minerals of Nolanville, Texas, in the amount of $6.50 per ton in the
aggregate amount of $57,200. Such payment to be made from Precinct
#1 Maintenance Funds.
Agenda #2c - Letter of Credit for Walnut Creek
Estates, Phase IV
- MINUTE ORDER #169/04: Upon motion of COMMISSIONER
FISHER, seconded by COMMISSIONER CORTESE, the Court
unanimously approved the acceptance of a maintenance Letter of Credit #443
($4,200.00) and Vegetation Letter of Credit #444 ($1,000.00) for Walnut
Creek Estates, Phase IV.
Agenda #2d - Interlocal Agreement with the Village
of Salado
- MINUTE ORDER #170/04: Upon motion of COMMISSIONER
BROWN, seconded by
COMMISSIONER FISHER, the Court unanimously approved
authorizing JUDGE BURROWS to execute an Interlocal Agreement
with the Village of Salado for the seal coating of approximately 4.8 miles
of Village Streets.
Agenda #2e - Cedar Knob Cemetery Exception
- MINUTE ORDER #171/04: The County Engineer presented
the matter of approval of an exception to the Bell County Subdivision
Regulations regarding 2.42 acres in the J.W. White Survey, Abstract No.
927 for Cedar Knob Cemetery and after due discussion, upon motion of COMMISSIONER
FISHER, seconded by COMMISSIONER BROWN, the Court
unanimously approved such exception. All according to a copy of the
same attached hereto and made a part of these minutes.
Agenda #3 - Personnel
- MINUTE ORDER #172/04: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER BROWN, the Court
unanimously approved all employee status report forms, the same being attached
hereto and made a part of these minutes.
Agenda #4- Larry Tinsley Proclamation
- MINUTE ORDER #173/04: JUDGE BURROWS presented
a proclamation declaring June 9, 2004 as Larry Tinsley Day in Bell County,
Texas, to recognize the retirement on June 30, 2004, of Mr. Tinsley as
Director of the Bell/Lampasas Counties Community Supervision and
Corrections Department. A copy of the same being attached
hereto.
Agenda #5 - Bell County Disaster Mitigation Team
Members
- MINUTE ORDER #174/04: Mr. Steve Casey, County Fire
Marshal presented the list of individuals to serve as Bell County's
Mitigation Team Members. After due discussion, upon motion of COMMISSIONER
FISHER, seconded by COMMISSIONER BROWN, the Court
unanimously approved the same. All according to a copy of the same
attached hereto and made a part of these minutes.
Agenda #6 - Fund for the Help American Vote Act of
2002
- MINUTE ORDER #175/04: The Court discussed the matter
of notification by the Secretary of State concerning the Help American
Vote Act of 2002 mandates and anticipated funding for Bell County.
Agenda # 7 - Outside Audit Engagement Letter for
Fiscal Year ending September 30, 2004
- MINUTE ORDER #176/04: The Court discussed the matter
of the employment of the outside Auditing Firm of Brockway, Gersbach,
McKinnon & Niemeier for the purpose of auditing Bell County's
financial records for the fiscal year ending September 20, 2004.
After due discussion, upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER BROWN, the Court
unanimously approved authorizing JUDGE BURROWS to execute
the engagement letters for the above firm. All according to a copy
of the same attached hereto and made a part of these minutes.
Agenda #8 - Claims
- MINUTE ORDER #177/04: The County Auditor presented
all claims for the review of the Court. After proper review, upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously approved all such claims. All
according to a copy of the same being of record in the office of the
County Auditor.
(The Court then went into workshop session to discuss those items on
the workshop agenda with no action being taken on any item.)
There being no further business, the meeting
was adjourned.
