AFTER proper posting of public notice, a copy of which is attached hereto, on this the 14th day of June, A.D. 2004, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #2 - Minutes

    • MINUTE ORDER #179/04:  It being nine a.m. JUDGE BURROWS called the meeting to order and waived the presentation of the minutes of June 1 and 10, 2004.             



  2. Agenda #3a - Interlocal Agreement with the City of Little River-Academy

    • MINUTE ORDER #180/04:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved authorizing JUDGE BURROWS to execute an Interlocal Agreement with the City of Little River-Academy regarding the administration of the Subdivision Regulations in the E.T.J. of the City of Little River/Academy.  The same being attached hereto.  



  3. Agenda #3b - Interlocal Agreement

    • MINUTE ORDER #181/04:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously approved authorizing JUDGE BURROWS to execute an interlocal agreement with the City of Little River/Academy for the seal coating of 0.9 miles of City roadway and 2,200 square yards of City Parking Lot.  The same being attached hereto. 



  4. Agenda #3c - Release of Maintenance Letter of Credit for Mill Creek Springs Overlook

    • MINUTE ORDER #182/04:  Upon motion of COMMISSIONER BROWN    , seconded by COMMISSIONER CORTESE, the Court unanimously approved the releasing of the maintenance letter of credit for Mill Creek Springs Overlook #407 with the First State Bank, in the amount of $3,289.00.   



  5. Agenda #3d - Maintenance Letter of Credit

    • MINUTE ORDER #183/04:   Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved the releasing of the maintenance letter of credit for Crossland Estates (No. 562, First National Bank, Killeen, in the amount of $15,560.50) and the accepting of a renewal to Letter of Credit #563 for the completion of construction of roads in Crossland Estates.   



  6. Agenda #3e - Acceptance of Roads for County Maintenance

    • MINUTE ORDER #184/04:  The County Engineer presented the matter of the acceptance of roads for county maintenance. After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, with COMMISSIONER CORTESE voting "YES" and COMMISSIONER SCHILLER voting "NO," the Court approved such policy with the exception of the Ken Clapp road and the H.L. Culp and Bob Babcock Road since both projects had previously been applied for under the old rules.  A copy of such new policy is attached hereto.      



  7. Agenda #3f - Release of Drainage Easement in Tanglewood Subdivision

    • MINUTE ORDER #185/04:   The County Engineer presented the matter of abandonment/release of Drainage and Utility Easement along the common property line of Lots 43 and 44, block 1, Tanglewood Subdivision.  He reported that all utility companies involved had signed off on it.  After due discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER FISHER, the Court unanimously approved such abandonment/release, the same being attached hereto.  



  8. Agenda #3g - Hunter's Creek Subdivision

    • MINUTE ORDER #186/04:   Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved all the final plat of the Hunter's Creek Subdivision and ordered the same filed for record.    



  9. Agenda #4 - Personnel

    • MINUTE ORDER #187/04:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes. 



  10. Agenda #5 - Appointment to MHMR

    • MINUTE ORDER #188/04:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously approved the appointment of Jim Kanzenbach of Copperas Cove to the Board of Trustees fro the Central Counties MHMR Center to fill the unexpired term through August 31, 2005 of Elwood Shemwell.     



  11. Agenda #6 - Recognition of Commissioner Richard Cortese

    • MINUTE ORDER #189/04:  JUDGE BURROWS recognized COMMISSIONER CORTESE upon his election as President of the 68 County member North and East Texas County Judge and Commissioners Association.   



  12. Agenda # 7 - DA's Victim Assistance Grant

    • MINUTE ORDER #190/04:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously approved an updated application to the Texas Criminal Justice Division, Office of the Governor, for a District Attorney's Victim Assistance Grant in the amount of $69,597.00, the same being attached hereto and made a part of these minutes.   



  13. Agenda #8 - Claims

    • MINUTE ORDER #191/04:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor. 


      (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.) 


      (The Court began its process of hearing budget requests with the budget request of Mark Meyers, Director of Building and Grounds.  They also reviewed the budget requests of those individuals who did not wish to make a formal presentation of their budget requests.)



              There being no further business, the meeting adjourned.
