AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 28th day of June, A.D. 2004, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular session with the

Agenda #1 - Minutes
- MINUTE ORDER #206/04: It being nine a.m. JUDGE
BURROWS called the meeting to order and called to the Courts
attention the fact that they had previously received copies of the minutes
of June 1, 10, 14, 15, 16, 17, and 21, 2004. He asked if there were
any corrections or additions to the minutes; there being none, the minutes
were approved as submitted.
Agenda #2a - Ditzler Subdivision
- MINUTE ORDER #207/04: The County Engineer presented
the matter of final plat approval for the Ditzler Subdivision. After
due discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER
CORTESE, the
Court unanimously approved the final plat of Ditzler Subdivision and
ordered the same filed for record.
Agenda #2b - Preliminary Plat approval for Indian
Ridge Subdivision
- MINUTE ORDER #208/04: The County Engineer presented
the matter of the preliminary plat approval for the Indian Ridge
Subdivision. After
due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER
FISHER, the
Court unanimously approved such preliminary plat.
Agenda #3 - Personnel
- MINUTE ORDER #209/04: Upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER FISHER, the Court
unanimously approved all employee status report forms, the same being attached
hereto and made a part of these minutes.
Agenda #4 - Fraud, Appeal, and Hearing Officer
Policy
- MINUTE ORDER #210/04: Ms. Rita Kelley appeared
before the Court to present the County Indigent Health Care Program (CIHCP)
Fraud Policy, Appeal Policy, Fraud Hearing Officer and Panel Members, and
the Fair Hearing Officer and Panel members. Ms. Kelley recommended
that the attached policies be approved and that Mr. Richard McGee be
appointed as Hearing Officer and that the panel be composed of a local
health provider and one person from out of County who works in the
Indigent Health Field. After due discussion, the Court unanimously
approved such recommendations.
Agenda #5 - Central Texas Narcotics Task Force
User Agreement
- MINUTE ORDER #211/04: Mr. Mike Cowie of the Drug
Task Force appeared before the Court to present the user agreement for
approval of the Texas Narcotics Information System between the Texas
Department of Public Safety and Central Texas Narcotics Task Force, with
Bell County as the Designated Official for multiple jurisdictions
participating in the Task. After due discussion, upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER BROWN, the Court
unanimously such User Agreement, the same being attached hereto and made a
part of these minutes.
Agenda #6 - Construction Manager for District
Courts/Annex Project
- MINUTE ORDER #212/04: The Court discussed the
quotes received for Construction Manager for the District Courts/Annex
Project and after
due discussion, upon motion of COMMISSIONER FISHER, seconded by
COMMISSIONER CORTESE, the Commissioners unanimously voted to
award such contract to Skanska USA of Temple, the low bidder. JUDGE
BURROWS abstained from such voting due to his friendship with the
owners of the business.
Agenda #7 - Claims
- MINUTE ORDER #213/04: The County Auditor presented
all claims for the review of the Court. After proper review, upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously approved all such claims. All
according to a copy of the same being of record in the office of the
County Auditor.
(The Court then went into workshop session to discuss those items on
the workshop agenda with no action being taken on any item.)
There being no further business, the meeting
adjourned.
