AFTER proper posting of public notice, a copy of which is attached hereto, on this the 26th day of July, A.D. 2004, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #233/04:  It being nine a.m. JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of July 19, 2004.  He asked if there were any corrections or additions to the minutes, there being none, the minutes were approved as submitted.              



  2. Agenda #2 - Sale of Flat Cars

    • MINUTE ORDER #234/04:  The County Engineer presented the matter of the auctioning off of two railroad flat cars located on Berger Road.  After due discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER BROWN, the Court unanimously authorized such auction and authorized the County Engineer to do so.   




  3. Agenda #2b - Interlocal Agreement with City of Troy for Seal Coating

    • MINUTE ORDER #235/04:  The matter of an interlocal agreement with the City of Troy to seal coat approximately 0.3 miles of their City's Streets was discussed and after due discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER BROWN, the Court unanimously approved authorizing the County Judge to execute an Interlocal Agreement with the City of Troy for the seal coating of 0.3 miles of city streets. 



  4. Agenda #2c - Releasing Construction Bond in Hidden Springs II Subdivision

    • MINUTE ORDER #236/04:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved the releasing of Construction Bond #SS6179. St. Paul Surety, in the amount of $10,000.00 for the vegetation in Hidden Springs II.



  5. Agenda #2d - Interlocal Agreement with Academy ISD

    • MINUTE ORDER #237/04:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved authorizing the County Judge to execute an Interlocal Agreement with Academy ISD for the seal coating of approximately 9,400 square yards of parking lot at the School.   




  6. Agenda #3 - Personnel

    • MINUTE ORDER #238/04:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes. 



  7. Agenda #4 & #5 - Vehicle Registration Budget Transfer for new Fort Hood Office

    • MINUTE ORDER #239/04:  Ms. Sharon Long, Tax Assessor-Collector appeared before the Court to request a line item transfer of funds to acquire an Additional Registration and Titling System Workstation, and purchases of equipment for the new Fort Hood Vehicle Registration Office.  After due discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved the line item transfer of $2,634.30 to obtain the equipment necessary to equip the new Fort Hood Vehicle Registration Office.  A copy of the same being attached hereto and made a part of these minutes.  



  8. Agenda #5 - Authority to purchase issued to Tax Assessor

    • MINUTE ORDER #240/04:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved the purchase of a copier, fax machine, security safe, and chairs for the new Fort Hood Vehicle Registration Office. 



  9. Agenda #6 - Bilingual Election Official Requirements

    • MINUTE ORDER #241/04:  JUDGE BURROWS discussed with the Court the notification that he had received from the Secretary of State's Office with respect to the County being sure that enough bilingual election workers were used.  The County Clerk reported that she had received the same report and was in the process of working with various groups to assure that Bell County would have the needed bilingual workers. 



  10. Agenda #7 - Autopsy Rate Change

    • MINUTE ORDER #242/04:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved the rate change for Medical Examiner Services in the Interlocal Cooperation Agreement for Medical Examiner Services between Travis County and Bell County from $1800.00 to $2000.00 for each body for autopsy services, with the Medical Examiner testimony remaining at $500.00. 



  11. Agenda #8 - Contract for Implementation of Homeland Security Grant

    • MINUTE ORDER #243/04:  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved ratification and approval of a contract with Daily-Wells Communications, Inc. for Bell County Systems Upgrade under Central Texas Council of Governments master contract and re-allocations for implementation of Homeland Security grants. 




  12. Agenda #9 - Claims

    • MINUTE ORDER #244/04:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor. 


      (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.) 



              There being no further business, the meeting adjourned.
