AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 27th day of August, A.D. 2004, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in EMERGENCY session with the
following members of said Court present, to-wit:

- MINUTE ORDER #280/04: It being 3:30 p.m. JUDGE
BURROWS called the emergency meeting to order to discuss the
elevator fire that occurred in the District Courts Building at noon on the
27th day of August, 2004. Upon motion of COMMISSIONER CORTESE,
seconded by COMMISSIONER BROWN, the Court unanimously declared that an
emergency situation did exist that required emergency expenditures to
relieve the necessity of the citizens of Bell County and to preserve the
property of the County and any action of the Court as defined in by
Section 262.024 of the Local Government Code.
Mr. Mark Meyers, Building and Grounds Supervisor, reported to the Court
that at noon he had received word from the District Court's Building that
smoke was coming from the elevators in the Court's Building. He
immediately went to the building and ascertained that the Mechanical Room
on the south elevator was afire. He notified the fire department and
the Sheriff's Department and started vacating the building. He
reported that after the fire department had put out the fire that he
determined that the south elevator was totally destroyed and that the
north elevator had smoke damage, but the extent of the damage will have to
be determined by the elevator company.
The Court discussed the matter extensively with the Office Holders in the
District Courts building to ascertain where each office could be removed
to operate until such time as their return to the building. After
due discussion, upon motion of COMMISSIONER BROWN, seconded by
COMMISSIONER SCHILLER, the Court unanimously approved the employment of IN
STAR SERVICES GROUP with Corporate Offices in Fort Worth and local offices
in Belton, Texas, to clean the building, and make it safe to the return of
the various offices, all according to a copy of such contract attached
hereto and made a part of these minutes.
There being no further business, the meeting was adjourned.
