AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 13th day of September, A.D. 2004, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular session with the

Agenda #1 - Minutes
- MINUTE ORDER #308/04: It being nine a.m. JUDGE
BURROWS called the meeting to order and called to the Courts
attention the fact that they had previously received copies of the minutes
of August 30 and September 7, 2004. He asked if there were
any corrections or additions to the minutes, the minutes
were approved as amended.
Agenda #2a - Public Hearing on Traffic Control
Devices
- MINUTE ORDER #309/04: JUDGE BURROWS opened
the public hearing on installation of traffic control devices as
follows: 1) Install 55 mph speed limit on Cedar Creek Road; and 2)
Install 55 mph speed limit on Hartrick Bluff Road from Temple City Limits
to Hartrick Bluff Spur. He asked if there was public comment on such
devices; there being none, the public hearing was closed and upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER BROWN, the Court
unanimously approved the installation of such traffic control devices.
Agenda #2b - Amending Plat in Hidden Springs
- MINUTE ORDER #310/04: The County Engineer presented
the matter of approval of the amending of the plat of lots 63, 64, and 65
of Section 1 and Lot 180 of Section 2, Hidden Springs and establishing lot
63R, Section 1. The Engineer reported that he had been provided with
signed releases on the utility easements from Bartlett Electric and
Central Telephone. The purchaser of the four lots does not want to
pay homeowner's dues for the four lots, and would prefer to pay the dues
on only one lot. He recommended approval of such request.
Thereafter, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court
unanimously approved such request and ordered the same filed for
record.
Agenda #3 - Personnel
- MINUTE ORDER #311/04: Upon motion of COMMISSIONER
FISHER, seconded by COMMISSIONER CORTESE, the Court
unanimously approved all employee status report forms, the same being
attached hereto and made a part of these minutes.
Agenda #4 - Employment of Dustin Wayne Coufal
- MINUTE ORDER #312/04: The Court was introduced to
Dustin Wayne Coufal who has received the position of County Extension
Agent Natural Resource position with the Texas Cooperative Extension
office in Bell County and upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER
SCHILLER, the Court
unanimously approved such employment and welcomed Mr. Coufal.
Agenda #5 - Status report on repairs at District
Courts Building
- MINUTE ORDER #313/04: Mr. Craig Prather
reported to the Court that one elevator in the building would be put back
in service by Thursday of this week. That all floor had been cleaned
and that the vents in the building had been deodorized. That it was
going to be necessary to take out all walls in the basement and the
plaster due to the hydraulic fluid that had seeped into the walls.
Agenda #6 - Public Hearing on Law Enforcement Block
Grant
- MINUTE ORDER #314/04: JUDGE BURROWS opened
the public hearing to consider the Local Law Enforcement Block Grant
Application by the Sheriff's Office. He asked if there were any
comments; there being none, the public hearing was closed and thereafter,
upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER
SCHILLER, the Court unanimously approved such grant
application.
Agenda #7 - National Preparedness Month Resolution
- MINUTE ORDER #315/04: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER FISHER, the Court
unanimously approved a resolution designating September as National
Preparedness Month in Bell County.
Agenda #8 - County Auditor's FY 2004-2005 Budget
- MINUTE ORDER #316/04: The Court Auditor presented
her Budget for FY 2004-05 as approved by the District Judges and after due
discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER
FISHER, the Court
unanimously approved the attaching of such budget to the Court's Minutes.
Agenda #9 - Court Reporter's Pay
- MINUTE ORDER #317/04: The County Auditor presented
the Orders of the various District Judges concerning the pay of their
Court Reporters and after due discussion, upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER CORTESE, the Court
unanimously approved the attaching of such Orders to the minutes of the
Commissioner's Court.
Agenda #10 - Bids for Transporting Bodies for
Autopsies
- MINUTE ORDER #318/04: Upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER BROWN, the Court
unanimously approved authorizing the County Auditor to advertise for bids
for the transporting of bodies for autopsies.
Agenda #11 - Claims
- MINUTE ORDER #319/04: The County Auditor presented
all claims for the review of the Court. After proper review, upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously approved all such claims. All
according to a copy of the same being of record in the office of the
County Auditor.
(The Court then went into workshop session to discuss those items on
the workshop agenda with no action being taken on any item.)
There being no further business, the meeting
adjourned.
