AFTER proper posting of public notice, a copy of which is attached hereto, on this the 12th day of October, A.D. 2004, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #353/04:  It being nine a.m. JUDGE BURROWS called the meeting to order and called to the Court attention the fact that they had previously received copies of the minutes of September 27 and October 4, 2004.  He asked if there were any corrections or additions to the minutes; there being no corrections, the minutes were approved as submitted. 



  2. Agenda #3 - Personnel

    • MINUTE ORDER #354/04:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes. 



  3. Agenda #4 - Update on County Judge & Commissioners Disabilities Committee

    • MINUTE ORDER #355/04:  Ms. Judy Morales and Ms. Peggy Connor appeared before the Court to give a detailed report of the activities of the County Judge and Commissioners Committee on People with Disabilities Committee.  



  4. Agenda #5 & 6 - MOU between Bell County Various School Board of Trustees

    • MINUTE ORDER #347/04:  Tom Cosney of the Juvenile Probation Department presented for the approval of the Court the Memorandum of Understanding between Bell County and the Board of Trustees of the Killeen Independent School District  regarding educational services at the Bell County Juvenile Detention Center and the Memorandum of Understanding between Bell County and the Boards of Trustees of the School Districts of Killeen, Temple, Belton, Troy, Rogers, Holland, Bartlett, Salado, Academy, and Florence regarding the Bell County Juvenile Justice Alternative Education Program (JJAEP) and after due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved such Memorandums of Understanding attached hereto and made a part of these minutes.       



  5. Agenda #7 - WCID #5 Grant Approval

    • MINUTE ORDER #357/04:  Mrs. Vickie Schultz, representing WCID #5 appeared before the Court to present resolutions, designations, policies, procedures, and appointments in support of the 2004 Texas Community Development Program Grant for water system improvements in the Heidenheimer Community through Bell County WCID #5.  After due discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE with JUDGE BURROWS and COMMISSIONER FISHER, voting YES and COMMISSIONER BROWN recusing himself due to having to sit on the approval board of the Central Texas Council of Governments who approve such grants, all such matters were approved.   



  6. Agenda #8 - Pharmacy Benefit Management Services to the Bell County Jail Inmate

    • MINUTE ORDER #358/04:  Mrs. Rita Kelley presented the matter of awarding the contract for Pharmacy Benefit Management Services for the Bell County Jail Inmates and recommended the awarding of such contract to Correctional Facilities Pharmacy Services.  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved such recommendation.     



  7. Agenda #9 - Award Bid for Transporting of Bodies

    • MINUTE ORDER #359/04:  The matter of awarding the bid for the transporting of bodies and first call transportation of bodies.  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court approved awarding such bid to Central Texas Mortuary of Temple, and authorized JUDGE BURROWS work with such company to clarify such work to be done by the company. t



  8. Agenda #10 - Fall Supplemental County Auction

    • MINUTE ORDER #360/04:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously ratified and approved all sales in the fall supplemental county auction with such auction providing $22,511.74 to Bell County Funds. 



  9. Agenda #11 - Authority to Advertise for Bids

    • MINUTE ORDER #361/04:  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved authorizing the County Auditor to advertise for bids for patrol vehicles for the Sheriff's Office.  



  10. Agenda #12 - Claims

    • MINUTE ORDER #362/04:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor. 


      (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.) 


              There being no further business, the meeting adjourned.
