AFTER proper posting of public notice, a copy of which is attached hereto, on this the 18th day of October, A.D. 2004, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #363/04:  It being nine a.m. JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of October 12, 2004.  He asked if there were any corrections or additions to the minutes; there being no corrections, the minutes were approved as submitted. 



  2. Agenda #2a - Public Hearing on Installation of Traffic Control Signs

    • MINUTE ORDER #364/04:  JUDGE BURROWS opened the public hearing on the installation of traffic control signs.  He asked if there were any comments by the public; there being none, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved the installation of the following traffic control devices, to-wit:  1) Install a stop sign on Ivy Road at Willow Grove Road;  2) Install 30 mph speed limit on Hidden Springs Drive, Trails End, Cheyenne Pass, Mission Trail, East Creek View and Long Meadows, all in Hidden Springs Subdivision; 3) Install 50 mph speed limit on Crows Ranch Road - FM 2484 to 0.2 miles south; 50 mph speed limits - Cedar Valley Road to 0.2 miles North; and 55 mph remainder of Crows Ranch Road.


  3. Agenda #2b - Erwin & Norton Addition Subdivision

    • MINUTE ORDER #365/04:  The County Engineer presented the matter of the final plat for Erwin & north Addition Subdivision and after due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved the same and ordered it filed for record.  



  4. Agenda #2c - McLeans Crossing, Phase Five Subdivision

    • MINUTE ORDER #366/04:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court unanimously approved the final plat of McLeans Crossing, Phase Five Subdivision and ordered the same filed for record. 



  5. Agenda #3 - Personnel

    • MINUTE ORDER #367/04:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes. 



  6. Agenda #4 - Pharmacy Benefit Management Services Bid

    • MINUTE ORDER #368/04:  The matter of awarding Pharmacy Benefit Management Services bids for the Bell County Human Services for County Indigent Health Care Program was discussed and after due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously approved awarding such contract to Express Scripts. 



  7. Agenda #5 - Bids for WCID #5 Water System Improvement Project

    • MINUTE ORDER #369/04:  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously authorized the County Auditor to advertise for bids for Water Control and Improvement District #5 Texas Community Development Program water system improvement project. 



  8. Agenda #6 - Regional Auto Theft Enforcement Task Force Interlocal Assistance Agreement

    • MINUTE ORDER #370/04:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously approved authorizing JUDGE BURROWS to execute, on behalf of Bell County, the Regional Auto Theft Enforcement Task Force Interlocal Assistance Agreement.  



  9. Agenda #7 - Appointment of General Election Judge and Signature Comparison Committee

    • MINUTE ORDER #371/04:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved Sandra F. Guilloroy as election judge for Precinct #208 for all General and Special Elections and appointed John Mayer and Naomi Sumrall as Chair and Co-Chair of the Signature Comparison Committee for the General Election.    



  10. Agenda #8 - Interlocal Cooperation Agreement with the Tax Appraisal District

    • MINUTE ORDER #372/04:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved authorizing JUDGE BURROWS to execute ,on behalf of Bell County, an Interlocal Cooperation Agreement with the Tax Appraisal District of Bell County for the use of the Bell County communications network, fiberoptic network, and network switches to transmit voice, data, and video among and between various County Office, all according to a copy of such agreement attached hereto and made a part of these minutes. 



  11. Agenda #9 - Claims

    • MINUTE ORDER #373/04:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor. 


      (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.) 


              There being no further business, the meeting adjourned.
