- MINUTE ORDER #374/04: It being nine a.m. JUDGE
BURROWS called the meeting to order and waived presentation of
the minutes of October 18, 2004, at the present time.
Agenda #2a - Stough Subdivision
- MINUTE ORDER #375/04: Upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER CORTESE, the Court
unanimously approved the final plat for Stough Subdivision and ordered the
same filed for record.
Agenda #2b - Award Bid for Reinforcing Steel
- MINUTE ORDER #376/04: Upon the recommendation of the
County Engineer, on motion of COMMISSIONER FISHER, seconded by COMMISSIONER
CORTESE, the Court
unanimously approved awarding the bid for reinforcing steel to Alamo Steel
of Waco.
Agenda #2b - Award bid for Crushed Limestone Base
Material
- MINUTE ORDER #377/04: Upon the recommendation of the
County Engineer, on motion of COMMISSIONER CORTESE, seconded by COMMISSIONER
FISHER, the Court
unanimously approved awarding the bid for crushed limestone base material
to all bidders as listed on the memo from the County Engineer to the
Commissioners dated October 19, 2004, and attached hereto.
Agenda #2b - Award bid for Culvert Pipe
- MINUTE ORDER #378/04: Upon the recommendation of the
County Engineer, on motion of COMMISSIONER BROWN, seconded by COMMISSIONER
FISHER, the Court
unanimously approved awarding the bid for culvert pipe to all bidders as
listed on the memo from the County Engineer to the Commissioners Court
dated October 19, 2004 and attached hereto.
Agenda #2c - Discussion concerning County Owned Flat
Cars
- MINUTE ORDER #379/04: The Court discussed the
attempt to sell the flat car at Berger Road and considered actions
regarding the removal of flat cars previously sold off of Guyton and
Bottoms Roads in February, 2004, that have not been removed from the
sites. No action was taken on this matter pending further
study.
Agenda #2d - Awarding bids for the sale of three
motor Graders fro the R & B Department
- MINUTE ORDER #380/04: Upon the recommendation of the
County Engineer, on motion of COMMISSIONER CORTESE, seconded by COMMISSIONER
FISHER, the Court
unanimously approved the sale of units 442 and 447 to Chafin-Purser at a
total price of $290,110.00 and the sale of the third unit, 552, to Holt
Cat for $142,500.00. All according to a copy of memo dated October
20, 2004, to the Commissioners Court from the County Engineer attached
hereto.
Agenda #2e - Award bids for the purchase of three
motor graders
- MINUTE ORDER #381/04: Upon the recommendation of the
County Engineer, on motion of COMMISSIONER CORTESE, seconded by COMMISSIONER
FISHER, the Court
unanimously approved the purchase of three caterpillar 140H Motor Graders
from Holt Caterpillar, all according to a copy of a memo dated October 20,
2004, to the Commissioners Court from the County Engineer attached
hereto.
Agenda #2f - Award bid for Purchase of a New Sign
Truck for R & B Department
- MINUTE ORDER #382/04: Upon the recommendation of the
County Engineer, on motion of COMMISSIONER BROWN, seconded by COMMISSIONER
SCHILLER, the Court
unanimously approved the awarding of the bid for the County's sign
truck to Gunn Chevrolet of San Antonio, in the amount of $21,678.00.
Agenda #3 - Personnel
- MINUTE ORDER #383/04: Upon motion of COMMISSIONER
FISHER , seconded by COMMISSIONER CORTESE, the Court
unanimously approved all employee status report forms, the same being
attached hereto and made a part of these minutes.
Agenda #4 - SB 7 Indigent Defense Grant
- MINUTE ORDER #384/04: JUDGE BURROWS presented
the matter of a resolution for the 2005 Grant Application for the Indigent
Defense Grant Program. After
due discussion, on motion of COMMISSIONER BROWN, seconded
by COMMISSIONER SCHILLER, the Court unanimously approved
such resolution with JUDGE BURROWS designated as the
Authorized Official to apply for, accept, decline, modify, or cancel such
grant application; DONNA EAKIN, designated as the
Financial Officer for such grant; and JENNIFER LARGENT, designated
as the Program Director. All according to a copy of such resolution
attached hereto and made a part of these minutes.
Agenda #5 - Recognition of Commissioner Leroy
Schiller
- MINUTE ORDER #385/04: JUDGE BURROWS, recognized
Precinct #3 Commissioner, LEROY SCHILLER, for
his receipt of the Dedicated Community Services Award from the Bell County
Judge and the Commissioners' Committee on People with Disabilities at the
Annual Awards Banquet for his continuous dedicated public service.
Agenda #6 - Recognition of Bell County's Award of
Excellence
- MINUTE ORDER #386/04: JUDGE BURROWS reported
to the Court the fact that the Bell County EXPO Center was in receipt of
the Award of Excellence from the Bell County Judge and Commissioners'
Committee on People with Disabilities at the Annual Awards Banquet in
recognition of the services and extended accommodations the staff and
facility have provided for persons with disabilities and for the receipt
of the Access for All decal from the Governors Committee for People with
Disabilities.
Agenda #7 - Authority for Sale of Property in Rogers
- MINUTE ORDER #387/04: Upon motion of COMMISSIONER
SCHILLER, seconded by COMMISSIONER CORTESE, the Court
unanimously approved authorizing the County Judge to execute a deed under
Section 34.05 (a) of the Texas Tax Code regarding property sold by the
City of Rogers, as Trustee, pursuant to tax sale - Tax Account Number
131573, having the legal descriptions of Lots 1 and 2, Block 1, Tucker
Addition to the City of Rogers, Bell County, Texas.
Agenda #8 - Appointment of Election Judge for
Precinct #109 to fill Vacancy
- MINUTE ORDER #388/04: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER BROWN, the Court
unanimously approved the appointment of Robert Olsen as election
judge in Precinct #109, to fill the vacancy created by the death of Sonny
Pope.
Agenda #9 - Professional Service Contract
- MINUTE ORDER #389/04: Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER
SCHILLER, the Court
unanimously approved a Professional Services Contract between Bell County
Help Center of Killeen and Central Texas Workforce Development
Board/Information and Referral System for staffing of 2-1-1 Information
and Referral Call Center in Belton by Bell County Help Center. The
same being attached hereto.
Agenda #10 - Claims
- MINUTE ORDER #390/04: The County Auditor presented
all claims for the review of the Court. After proper review, upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously approved all such claims. All
according to a copy of the same being of record in the office of the
County Auditor.
(The Court then went into workshop session to discuss those items on
the workshop agenda with no action being taken on any item.)

adjourned.
