AFTER proper posting of public notice, a copy of which is attached hereto, on this the 8th day of November, A.D. 2004, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #404/04:  It being nine a.m. JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of October 18, 25, and November 1, 2004.  Minutes of October 29, 2004, workshop were waived at the present time.  He asked if there were any corrections or additions, there being no corrections, the minutes were approved as submitted. 



  2. Agenda #2a - Interlocal Agreement with the Academy ISD

    • MINUTE ORDER #405/04:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously authorized JUDGE BURROWS to execute, on behalf of Bell County, an interlocal agreement with the Academy Independent School District for the  priming and seal coating of Pondalily Drive in Little River-Academy.


  3. Agenda #2b - Release of Letter of Credit

    • MINUTE ORDER #406/04:  Upon the recommendation of the County Engineer, on motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER BROWN, the Court unanimously approved the releasing of letter of credit #107 from First Texas Bank in the amount of $220,000.00 and accepting letters of credit for maintenance (#1019, $11,000.00) and for Erosion Control (No. 1018, $5,000.00) for The Woods at Cedar Oaks, Section One. 


  4. Agenda #2c - Chaparral Lee's Acres Subdivision

    • MINUTE ORDER #407/04:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved the final plat for Chaparral Lee's Acres Subdivision and ordered the same filed for record.


  5. Agenda #2d - Preliminary Plat for McLean's Crossing, Phase #6 Subdivision

    • MINUTE ORDER #408/04:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved the preliminary plat for McLean's Crossing, Phase #6 Subdivision. .


  6. Agenda #3 - Personnel

    • MINUTE ORDER #409/04:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes. 



  7. Agenda #4 - Update of November 2, 2004, General Election

    • MINUTE ORDER #410/04:  The Court discussed at length the 2004 General Election process and the needed equipment that the Court would have to get prior to January 1, 2006. 



  8. Agenda #5 - Belton Tax Increment Reinvestment Zone

    • MINUTE ORDER #411/04:  The Belton City Manager made a presentation for the City of Belton for the Court to consider their request for approval of a Resolution in Support of Bell County's participation in the proposed City of Belton Tax Increment Reinvestment Zone and consider appointment of a director or directors to represent the County on the Tax Increment Reinvestment Zone Board.  A copy of such presentation being attached hereto.  



  9. Agenda #6 - Resolution concerning Dam to Dam Road Project

    • MINUTE ORDER #412/04:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved a resolution approved Belton's Dam to Dam Road Project.  The same being attached hereto.  



  10. Agenda #7 - Report concerning the Incorporation of the Village of Stillhouse

    • MINUTE ORDER #413/04:  JUDGE BURROWS reported to the Court that the area presented by the petitioners to incorporate the Village of Stillhouse contained 2.67 square miles which is more than the required "no more than 2 square miles and no more than 2000 people."  He reported that he had so informed the petitioners and they were looking to reduce the area to no more than 2 square miles. 



  11. Agenda #8 - Bid for 15 Police Patrol Vehicles

    • MINUTE ORDER #414/04:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved awarding the bid for police patrol vehicles to the low bidder Derek Scott's Auto Park in Hearne, Texas, in the amount of $16,691.10 each for a total of $250,366.50.


  12. Agenda #9 - Claims

    • MINUTE ORDER #415/04:  The County Auditor presented all claims for the review of the Court.  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same on record in the office of the County Auditor. 


      (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on the same.) 


              There being no further business, the meeting was adjourned.
