AFTER proper posting of public notice, a copy of which is attached hereto, on this the 15th day of November, 2004, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #416/04:  It being nine a.m. JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of October 29th workshop session and November 8, 2004, Court Minutes.  He asked if there were any corrections or additions to the minutes; there being no corrections, the minutes were approved as submitted. 



  2. Agenda #2a - McLean's Crossing, Phase VI

    • MINUTE ORDER #417/04:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court unanimously approved the final plat of McLean's Crossing, Phase VI Subdivision and ordered the same filed for record. 


  3. Agenda #2b - R.C. Hill Subdivision

    • MINUTE ORDER #418/04:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved the final plat of R.C. Hill Subdivision, and ordered the same filed for record.


  4. Agenda #3 - Personnel

    • MINUTE ORDER #419/04:  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER FISHER, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes. 



  5. Agenda #4 - Canvass of 2004 General Election

    • MINUTE ORDER #420/04:  The County Clerk presented the tabulation of those votes received for each candidate in the 2004 General Election and those uncontested candidates for County Office and after due discussion, on motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved such tabulation and ordered such returns to be attached to the minutes of the Court. 



  6. Agenda #5 - H.E.L.P. Center's application for Funding

    • MINUTE ORDER #421/04:  Ms. Judy Morales and Ms. Rita Kelley of the Temple and Killeen H.E.L.P. Centers appeared before the Court requesting permission to apply for United Way, Cities, and TERF Funding for the two H.E.L.P. Centers, and after due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved such applications. 



  7. Agenda #6 - Agreement with Family Promise, Inc.

    • MINUTE ORDER #422/04:  Ms. Judy Morales presented the matter of the County leasing the Fire Station #2, located on Avenue A and South 22nd Street in Temple and then subleasing the same to Family Promise, Inc. for the purpose of the operation of a Day Center for the homeless families during the day while looking for work, housing, schools, etc.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously authorized JUDGE BURROWS to execute such lease agreements on behalf of Bell County.  



  8. Agenda #7 - Bids on Bell County WCID #5 Water line Improvement Project

    • MINUTE ORDER #423/04:  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved the awarding of bids for the Bell County WCID #5 Water line improvement project to the low bidder Shelton & Shelton Plumbing, LP in the amount of $94,855.76.  All according to a memorandum attached hereto and made a part of these minutes.     



  9. Agenda #8 - Claims

    • MINUTE ORDER #424/04:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor. 


      (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.) 


              There being no further business, the meeting adjourned.
