AFTER proper posting of public notice, a copy of which is attached hereto, on this the 22nd day of November, 2004, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #425/04:  It being nine a.m. JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of November 15, 2004.  He asked if there were any corrections or additions to the minutes; there being no corrections, the minutes were approved as submitted. 



  2. Agenda #2a - Indian Ridge at Messer Ranch Subdivision

    • MINUTE ORDER #426/04:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved the final plat for Indian Ridge at Messer Ranch Subdivision and ordered the same filed for record. 


  3. Agenda #2b - L.G.G. Subdivision

    • MINUTE ORDER #427/04:  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved the final plat of L.G.G. Subdivision, and ordered the same filed for record. 


  4. Agenda #2c - Public Hearing concerning Cancellation of Krause Subdivision

    • MINUTE ORDER #428/04:  Upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved the setting of a public hearing for December 27th, 2004, at nine a.m. to hold the public hearing regarding the cancellation of the Krause Subdivision.  Such subdivision being located in the Cyclone, Texas, area.


  5. Agenda #2d - Subdivision Regulation Variance

    • MINUTE ORDER #429/04:  The County Engineer presented the matter of a variance to the Bell County Subdivision Regulations regarding the division of 4.57 acres of land out of the J.N. Arocha Survey, Abstract 1, Bell County by Mr. E. B. Henderson.  After due discussion, upon motion of COMMISSIONER SCHILLER, seconded by COMMISSIONER CORTESE, the Court unanimously approved the waiving of the subdivision regulations for Mr. Henderson on the aforementioned tract of land as evidenced by the field note descriptions and plat attached hereto and further authorized the County Clerk to record the same in the Official Public Records of Bell County. 


  6. Agenda #2e - MOU for the Regional ITS Architecture and Deployment Plan

    • MINUTE ORDER #430/04:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved a Memorandum of Understanding for the Regional ITS Architecture and its deployment plan for the Waco Region. 


  7. Agenda #2f - Mill Creek Springs, Phase II, Section I Subdivision

    • MINUTE ORDER #431/04:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved the final plat of Mill Creek Springs, Phase II, Section I Subdivision and ordered the same filed for record. 


  8. Agenda #3 - Personnel

    • MINUTE ORDER #432/04:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER SCHILLER, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes. 



  9. Agenda #4 - Incorporation Election for Village of Stillhouse

    • MINUTE ORDER #433/04:  Tax Assessor-Collector Sharon Long presented her verification of a petition to call an incorporation election for the territory southwest from Belton to be known as the Village of Stillhouse and certified that 79 qualified signatures were approved by her office, the same being attached hereto and made a part of these minutes.  JUDGE BURROWS explained to the Court that although he could call the election as County Judge he would prefer the concurrence of the Court.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved the calling of such incorporation election on the next uniform election date, the same being February 5, 2005.  



  10. Agenda #5 - Allocation and Distribution of Child Safety Fees

    • MINUTE ORDER #434/04:  Ms. Sharon Long appeared before the Court to present a list of those fees collected by her office for Child Safety Fees and after due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved such distribution of fees, a copy of the same being attached hereto and made a part of these minutes. 



  11. Agenda #6 - Report of retirement of Don Svadlenak, J.P. Precinct #2

    • MINUTE ORDER #435/04:  JUDGE BURROWS reported to the Court that he had received notification from Justice of the Peace Don Svadlenak, Precinct #2 that he would retire effective at midnight on December 31, 2004.  The Court by consensus agreed to make an appointment to fill such vacancy on December 6, 2004.  



  12. Agenda #7 - Claims

    • MINUTE ORDER #436/04:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor. 


      (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.) 


              There being no further business, the meeting adjourned.
