AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 29th day of November, 2004, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular session with the

Agenda #1 - Minutes
- MINUTE ORDER #437/04: It being nine a.m. JUDGE
BURROWS called the meeting to order and called to the Courts
attention the fact that they had previously received copies of the minutes
of November 22, 2004. He asked if there were any corrections or
additions to the minutes; there
being no corrections, the minutes were approved as submitted.
Agenda #2a - Public Hearing for Installation of
Traffic Control Devices
- MINUTE ORDER #438/04: JUDGE BURROWS opened
the public hearing on the considering of the installation of the following
traffic control device, to-wit: 1) Installation of 35 mph speed
limit on Glen Hollow Road. He asked if there were any public
comments; there being none, the public hearing was closed and thereafter,
upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER BROWN, the Court
unanimously approved the installation of such traffic control devices.
Agenda #2b - Utility Installation Permit Form
- MINUTE ORDER #439/04: The County Engineer presented
Standard Specifications for the installation of utilities in Bell County's
rights of way and requested permission to grant such permission on behalf
of Bell County. After due discussion, upon motion of COMMISSIONER
FISHER, seconded by COMMISSIONER SCHILLER, the Court
unanimously approved the Utility Installation Permit Form and authorized
the County Engineer to grant or deny such permits on behalf of Bell
County. All according to a copy of the same attached hereto and made
a part of these minutes.
Agenda #3 - Personnel
- MINUTE ORDER #440/04: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER BROWN, the Court
unanimously approved all employee status report forms; all according to a
copy of the same attached hereto and made a part of these minutes.
Agenda #4 - Acceptance of City of Killeen Assistance
Grant
- MINUTE ORDER #441/04: Upon motion of COMMISSIONER
FISHER,
seconded by COMMISSIONER BROWN, the Court
unanimously approved the acceptance of a $20,000.00 grant from the City of
Killeen to the Bell County Human Services Department to provide assistance
through the Family Support Services Program. All according to a copy
of such grant attached hereto and made a part of these minutes.
Agenda #5 - Awarding bid for the Construction of
the Bell County Museum
- MINUTE ORDER #442/04: The Court discussed the
awarding of the bid for the construction of the addition to the Bell
County Museum (Carnegie Building). It was explained that the bid had
left out the cost of the relocating of one power pole; removal of a
hydraulic shaft; the extension of an existing sewer some 150 feet and
updating of the fire alarm system in the Carnegie Building and therefore
some $25,000.00 should be added to the bid for these costs, plus a
contingency fund. After due discussion, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court
unanimously approved the awarding of such base bid. plus the
aforementioned fees in the aggregate amount of 1.2 million to the low
bidder Gene Doss Construction of Temple. The Court further thanked
the people involved in the campaign for fund raising to provide the
funding for this project.
Agenda #6 - Claims
- MINUTE ORDER #443/04: The County Auditor presented
all claims for the review of the Court. After proper review, upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously approved all such claims. All
according to a copy of the same being of record in the office of the
County Auditor.
(The Court then went into executive session to discuss person and
thereafter went into workshop session to discuss those items on
the workshop agenda with no action being taken on any item.)
There being no further business, the meeting
adjourned.
