AFTER proper posting of public notice, a copy of which is attached hereto, on this the 6th day of December, 2004, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #444/04:  It being nine a.m. JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of  November 29, 2004.  He asked if there were any corrections or additions to the minutes; there being no corrections, the minutes were approved as submitted. 



  2. Agenda #2a - Releasing Letter of Credit

    • MINUTE ORDER #445/04:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved the releasing of a maintenance Letter of Credit #409, First State Bank, in the amount of $1,000.00, for the Mill Creek Springs Overlook Subdivision. 


  3. Agenda #2b - S & M Addition Subdivision

    • MINUTE ORDER #446/04:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved tabling the matter of the approval of S & M Addition Subdivision, being a Replat of a part of Block A, Stillhouse Hollow Estates, Section 1.  


  4. Agenda #2c - Letter of Credit

    • MINUTE ORDER #447/04:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved the acceptance of the Letter of Credit No. 469, First State Bank Central, Texas, in the amount of $7,543.90, for maintenance of the improvements in Mill Creek Springs Phase IV. 


  5. Agenda #2d - Awarding Bids

    • MINUTE ORDER #448/04:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously awarded the bid for one-ton crew cab for the Road and Bridge Department to Grande Truck Center of San Antonio for $19,706.00.  Further, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER SCHILLER, the Court unanimously approved rejecting all bids for the three 1-ton regular cab pickups and purchasing the same from the Houston-Galveston Area Coalition in the amount of $50,700.00.


  6. Agenda #3 - Personnel

    • MINUTE ORDER #449/04:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER SCHILLER, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes and further approved the adjustment to the County Auditor's personnel budget and the addition of an Election Clerk to the County Clerk's budget. 



  7. Agenda #4 - Awarding of Bid for Building & Grounds Passenger Truck

    • MINUTE ORDER #450/04:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously approved the awarding of a bid for one small passenger truck for the Building and Grounds Department to the low bidder Grande Truck Center in San Antonio in the amount of $15,674.00.



  8. Agenda #5 - Awarding of Bid for Building & Grounds & Road and Bridge Pickups

    • MINUTE ORDER #451/04:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved awarding the bid for two 3/4 Ton pickups, one for the Road and Bridge Department and one for the Building and Grounds Department to Allen Samuels Chevrolet for the total amount of $30,697.16. 


  9. Agenda #6 - Claims

    • MINUTE ORDER #452/04:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor. 


      (The Court then went into executive session at 9:22 a.m. to discuss personnel and thereafter at 9:40 a.m. with all members aforementioned back in open session, the following transpired.)


  10. Agenda #8 - Appointment of Justice of the Peace Precinct #2

    • MINUTE ORDER #453/04:  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court with COMMISSIONER CORTESE, and COMMISSIONER SCHILLER, voting 'NO' and JUDGE BURROWS voting 'YES,' appointed DON ENGLEKING as Justice of the Peace, Precinct #2, to fill the vacancy created by the resignation of DON A. SVADLENAK, effective at midnight on December 31, 2004. 


              There being no further business, the meeting adjourned.
