AFTER proper posting of public notice, a copy of which is attached hereto, on this the 14th day of March, 2005, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #89/05:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of March 7, 2005.  He asked if there were any corrections or additions to the minutes; there being no corrections, the minutes were approved as submitted.   



  2. Agenda #2a - Eagle Oaks At the Lake Phase I, Subdivision

    • MINUTE ORDER #90/05:  Upon the recommendation of the County Engineer, on motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously approved the final plat of the Eagle Oaks At The Lake, Phase I subdivision and ordered the same filed for record.  



  3. Agenda #3 - Personnel

    • MINUTE ORDER #91/05:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER LANGE, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes for all purposes.  



  4. Agenda #4 - King's Daughters Hospital Association Revenue Bonds

    • MINUTE ORDER #92/05: JUDGE BURROWS presented the Order approving the issuance of Hospital Revenue Bonds by the Riesel Health Facilities Development Corporation for King's Daughters Hospital Association for the purpose of satisfying the provisions of Section 147(f) of the Internal Revenue Code and which does not constitute in any way a liability or obligation of Bell County.  After due discussion, upon motion of COMMISSIONER LANGE, seconded by COMMISSIONER CORTESE, the Court unanimously approved such Order, all according to a copy of the same being attached hereto and made a part of these minutes.   



  5. Agenda #6 - Bridge Sign Agreement concerning James Cowan Bridge

    • MINUTE ORDER #93/05:  JUDGE BURROWS presented the matter of approval of Memorial Marker Bridge Sign Agreement with Texas Department of Transportation with Garey Construction Ltd.  As sponsor, for erecting a memorial plaque on the State Highway 36 Bridge across Lake Belton honoring the late James Cowan for 39 years with the Texas Department of Transportation, with the last 16 years as the TxDOT Bell County Area Engineer.  After due discussion, upon motion of COMMISSIONER LANGE, seconded by COMMISSIONER BROWN, the Court unanimously approved authorizing JUDGE BURROWS to execute such Memorial Marker Bridge Sign Agreement with TxDOT. 



  6. Agenda #7 - County Treasurer's FY 2004 Interest and Investment Report

    • MINUTE ORDER #94/05:  Mr. Charles Jones, County Treasurer, presented the County Treasurer's FY 2004 Interest and Investment Report.  After due discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved such report and ordered the same filed for record. 



  7. Agenda #8 - 1st Quarter FY 2005 Investment Report

    • MINUTE ORDER #95/05:  County Treasurer, Charles Jones, appeared before the Court to give the 1st Quarter FY 2005 Investment Report of Bell County.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved the 1st Quarter of FY 2005 Investment Report of Bell County and ordered the same filed for record.   



  8. Agenda #5 - Community Development Block Grant for Human Services in Killeen

    • MINUTE ORDER #96/05:  MS. Rita Kelley appeared before the Court to request permission to apply for a $41,000.00 Community Development Block Grant for Bell County Human Services in Killeen.  She stated that $20,000.00 of such grant would be for housing assistance; $20,000.00 matching funds for child care; and $1000.00 for assistance to the summer child bonding program.  After due discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER LANGE, the Court unanimously approved the applying for such Community Development Block Grant for the Bell County Human Services in Killeen.   



  9. Agenda #9 - Judge's Report of NACo Conference

    • MINUTE ORDER #97/05:  JUDGE BURROWS gave his report on his attendance at the National Association of Counties Legislative Conference.  He reported on the following items, to-wit:  Reauthorization of the Transportation Bill, TEA-21; his reappointment to NACO's Transportation Steering Committee and Highways Subcommittee; NACO's request for delay on implementation date of the Help America Vote Act; Community Development Block Grants; Reform of Social Security; NACo's opposition to Unfunded Mandates; White House Staff briefing; his meeting with Senators Hutchison and Cornyn and Congressman Carter; and request for increase in payment in Lieu of Taxes (PILT) payment or similar allocation for portion of jail construction costs.  



  10. Agenda #10 - Claims

    • MINUTE ORDER #98/05:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor. 


      (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


              There being no further business, the meeting adjourned.
