AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 21st day of March, 2005, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular session with the

Agenda #1 - Minutes
- MINUTE ORDER #99/05: It being nine a.m., JUDGE
BURROWS called the meeting to order and called to the Courts
attention the fact that they had previously received copies of the minutes
of March 14, 2005. He asked if there were
any corrections or additions to the minutes; there being no corrections, the minutes were
approved as submitted.
Agenda #2a - Reese Creek Road Closing
- MINUTE ORDER #100/05: The County Engineer presented
the matter of a determination on the abandoning of a portion of Reese
Creek Road and the fact that the City of Killeen had asked that Bell
County delay such action at this time. He reported that the City of
Killeen had contracted for a study of this matter and that the same would
not be ready for review until May. After due discussion, upon motion of COMMISSIONER
FISHER, seconded by COMMISSIONER LANGE, the Court
unanimously approved delaying a decision on such matter until late May
when the City should have their study complete, at which time the Court
would then make a decision on whether or not to abandon a portion of Reese
Creek Road.
Agenda #2b - Annual Seal Coat Program for the Road
and Bridge Department
- MINUTE ORDER #101/05: The County Engineer presented
a list of the annual seal coat program by precinct for the Road and Bridge
Department. After due discussion with the Court, upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER FISHER, the Court
unanimously approved such plan as present, all according to a copy of the
same attached hereto and made a part of these minutes.
Agenda #3 - Personnel
- MINUTE ORDER #102/05: (No personnel to present).
Agenda #4 - Cooperative Purchasing Agreement
- MINUTE ORDER #103/05: JUDGE BURROWS presented
the matter of considering a resolution authorized by Section 271.081 of
the Local Government Code to participate in a cooperative purchasing with
Region VIII Education Service Center. After due discussion, upon motion of COMMISSIONER
FISHER, seconded by COMMISSIONER LANGE, the Court
unanimously approved such agreement, the same being attached hereto.
Agenda #5 - Interlocal Agreement with Region VIII
Education Service Center
- MINUTE ORDER #104/05: Upon motion of COMMISSIONER
FISHER, seconded by COMMISSIONER LANGE, the Court unanimously
approved authorizing JUDGE BURROWS to execute an Interlocal
Agreement with Region VIII Education Service Center to participate in
cooperative purchasing, all according to a copy of the same attached
hereto and made a part of these minutes.
Agenda #6 - Bell County HELP Center of Killeen
Contract
- MINUTE ORDER #105/05: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER BROWN, the Court
unanimously approved the request of Rita Kelley of the Killeen HELP Center
to extend the contract between Bell County HELP Center of Killeen and
Central Texas Workforce Development Board for staffing for 2-1-1
Information and Referral Call Center in Belton.
Agenda #7 - Vacancy of Bell County Bail Bond Board
- MINUTE ORDER #106/05: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER FISHER, the Court
unanimously approved the appointment of COMMISSIONER LANGE, to
fill the vacancy created by the resignation of former COMMISSIONER
SCHILLER from the Bell County Bail Bond Board.
Agenda #8 - Claims
- MINUTE ORDER #107/05: The County Auditor presented
all claims for the review of the Court. After proper review, upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously approved all such claims. All
according to a copy of the same being of record in the office of the
County Auditor.
(The Court then went into workshop session to discuss those items on
the workshop agenda with no action being taken on any item.)
There being no further business, the meeting
adjourned.
