AFTER proper posting of public notice, a copy of which is attached hereto, on this the 4th day of April, 2005, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #123/05:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of March 28, 2005.  He asked if there were any corrections or additions to the minutes; there being no corrections, the minutes were approved as submitted.   



  2. Agenda #2b - Preliminary approval of Stone Canyon Phase One Plat

    • MINUTE ORDER #124/05:  Upon the recommendation of the County Engineer, on motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved the preliminary plat for Stone Canyon Phase One Subdivision.   



  3. Agenda #2a - Agreement to Pay funds to TxDOT for Road Improvements

    • MINUTE ORDER #125/05:  The County Engineer presented the matter of an agreement to contribute funds in the amount of $47,200.00 to TxDOT for improvements to FM 437, from US 190 to FM 940.  After due discussion, upon motion of COMMISSIONER LANGE, seconded by COMMISSIONER CORTESE, the Court unanimously authorized JUDGE BURROWS, on behalf of Bell County, to execute such agreement with TxDOT, and authorized the County Auditor to expend the amount of $47,200.00 to TxDOT for such improvements.  



  4. Agenda #3 - Personnel

    • MINUTE ORDER #126/05:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.  



  5. Agenda #6 - Child Abuse & Neglect Prevention Month

    • MINUTE ORDER #127/05:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER LANGE, the Court unanimously approved designating the month of April as Child Abuse and Neglect Prevention month in Bell County.     



  6. Agenda #4 - Update by District Engineer of TxDOT of Bell County Road Projects

    • MINUTE ORDER #128/05:  Mr. Richard Skopik, TxDOT District Engineer gave a report to the Court on the status of Bell County road projects as a result of the Texas Bond Review Board decision to not take action on Texas Mobility Fund bonds and an update on the Trans Texas Corridor status, and a legislative update regarding transportation issues.  The following individuals asked questions about various projects, to-wit:  Gene Tarbutton of Salado; Mayor Jones of Temple; Gene Soto, Heidenheimer; and Jonathan Graham; City Manager of Temple.  JUDGE BURROWS recognized COMMISSIONER TIM BROWN, as being a member of the 21 Citizens' Advisory Committee for the Trans-Texas Corridor. 



  7. Agenda #7 - Interlocal Cooperation Agreement with City of Killeen

    • MINUTE ORDER #129/05:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved an Interlocal Agreement with the City of Killeen for the use of Bell County software and fiber optic network to process, access, and maintain records regarding early voting for the City's May election at a fee of $1500.00.



  8. Agenda #8 - Lease Agreement with TxDOT

    • MINUTE ORDER #130/05:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved a lease agreement with TxDOT for an additional State computer and computer access for vehicle registration and license purposes for a fee of $1500.00 per year. 



  9. Agenda #9 - Depository Funds Bid

    • MINUTE ORDER #131/05:  The matter of authorizing the County Auditor to advertise for request for proposals for the Depository of Funds contract for Bell County was passed.  



  10. Agenda #10 - Claims

    • MINUTE ORDER #132/05:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor. 


      (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


              There being no further business, the meeting adjourned.
