AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 11th day of April, 2005, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular session with the

(JUDGE BURROWS opened
the meeting with members of the Government Class of Ellison High School in
Killeen leading the pledges to the
flags. Richard Sanders led the pledge to the U.S. Flag and A.J.
Schiller led the
pledge to the Texas Flag.
Agenda #1 - Minutes
- MINUTE ORDER #133/05: It being nine a.m., JUDGE
BURROWS called the meeting to order and called to the Courts
attention the fact that they had previously received copies of the minutes
of April 4, 2005. He asked if there were
any corrections or additions, there being no corrections, the minutes were
approved as submitted.
Agenda #2a - Preliminary Master Plat for Liberty
Oaks
- MINUTE ORDER #134/05: Mr. Vic Turley of Turley and
Associates appeared before the Court to present a Preliminary Master Plat
for Liberty Oaks, a 43.486 acre condominium development in the ETJ of the
City of Temple, off of Sparta Road, Precinct #1. After due
discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER
BROWN, the Court
unanimously approved such preliminary master plat.
Agenda #2b - Agreement with TxDOT for Relocation of
Utilities on Hwy 190
- MINUTE ORDER #135/05: JUDGE BURROWS presented
the matter of an agreement with TxDOT for the relocation/adjustment of
utilities associated with the addition of lanes to US 190 from the
Coryell/Bell County Line, to the Fort Hood Main Gate in which TxDOT is
initially requesting a contribution of $17,316.00 from Bell County.
After due discussion, upon motion of COMMISSIONER FISHER, the Court
unanimously authorized JUDGE BURROWS, on behalf of Bell
County, to execute such agreement and authorized the County Auditor to
prepare payment in the amount of $17,316.00 to TxDOT. All according
to a copy of this agreement attached hereto and made a part of these
minutes.
Agenda #2c - Public Hearing Date Set
- MINUTE ORDER #136/05: Upon the recommendation
of the County Engineer, on motion of COMMISSIONER LANGE, seconded by COMMISSIONER
BROWN, the Court
unanimously approved setting a date for a public hearing regarding the
vacation/abandonment of a portion of Peach Orchard Lane, off of FM 2086,
in Precinct 3, for nine a.m. May 2, 2005.

- MINUTE ORDER #137/05: Upon motion of COMMISSIONER
FISHER, seconded by COMMISSIONER CORTESE, the Court
unanimously approved all employee status report forms, the same being
attached hereto and made a part of these minutes.
Agenda #4 - Resolution concerning County Government
Week
- MINUTE ORDER #138/05: Upon motion of COMMISSIONER
LANGE, seconded by COMMISSIONER BROWN, the Court
unanimously approved designating the week of April 11-15, 2005, as County
Government Week in Bell County, Texas, and announced the Appreciation
Bar-B-Que and awards ceremony for County Employees for Friday, April 15,
2005, at the EXPO Center.
Agenda #5 - Government Class of Ellison High School
Recognition
- MINUTE ORDER #139/05: JUDGE BURROWS recognized
the Ellison High School Advanced Government Students attending
Commissioners Court meeting during County Government Week, escorted by
Shirley Casey.
Agenda #6 - Recognized Rotary Group Study Exchange
Team from Mexico
- MINUTE ORDER #140/05: Ms. Judy Morales
introduced representatives from Mexico of the Rotary Group Study Exchange
Team from Mexico, MARIA GUADALUPE, RODRIGO ZAVALLA GONZALES, JUAN FELIPE
SANCHEZ ROCHA, JULIAN RODRIGUEZ HERNANDEZ, AND PABLO ANTONIO SALDANA
RAMIREZ. After due discussion, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER LANGE, the Court
unanimously approved a proclamation designating all members of such team
from Mexico as Honorary Citizens of Bell County, Texas. All
according to a copy of such proclamation attached hereto and made a part
of these minutes.
Agenda #7 - Recognition of Judy Morales
- MINUTE ORDER #141/05: Upon motion of COMMISSIONER
FISHER, seconded by COMMISSIONER CORTESE, the Court
unanimously approved recognizing JUDY MORALES as Director of
the Bell County Temple HELP Center for its selection on April 5, 2005, by
Central Texas United Way as the 2004 United Way Agency of the Year for
Central Texas.
Agenda #8 - Recognition of Gloria Ramos
- MINUTE ORDER #142/05: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER BROWN, the Court
unanimously approved recognition of United Way Campaign Coordinator, GLORIA
RAMOS, for the 2004 Star Leadership Award by the Central Texas
United Way for increased participation in 2004 of the Bell County
Employees in the United Way effort.
Agenda #9 - Recognition of Stephanie Turnham
- MINUTE ORDER #143/05: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER LANGE, the Court
unanimously approved recognizing the Bell County Museum and its Director,
Stephanie Turnham, for its selection on April 5, 2005, as a 2005 Deign
Award winner in the Mitchell A. Wildeder Publications Design Awards
Competition of the Texas Association of Museums for the Museum's
"What a Trip" advertising campaign shown in local movie
theaters. A copy of the same being attached hereto.
Agenda #10 - Recognition of Bell County Historical
Commission
- MINUTE ORDER #144/05: Upon motion of COMMISSIONER
LANGE, seconded by COMMISSIONER CORTESE, the Court
unanimously approved recognizing the Bell County Historical Commission and
its Chair, Ron Gates and Member, Weldon Cannon, for its selection by the
Texas Historical Commission to be recognized with the Distinguished
Service Award for outstanding preservation work accomplished in 2004, with
the Award to be presented on Friday, April 15, 2005, during the opening
session of the Texas Historical Commission's Annual Historic Preservation
Conference.
Agenda #11 - Resolution in Support of Legislation
- MINUTE ORDER #145/05: Upon motion of COMMISSIONER
FISHER, seconded by COMMISSIONER BROWN, the Court
unanimously approved a Resolution in Support of Texas A & M
University-Central Texas and the passage of legislation by the 79th Texas
Legislature to allow Texas A & M University-Central Texas to operate a
stand-alone upper-level university upon reaching 1,000 full-time students
and to allow the issuance of Tuition Revenue Bonds not to exceed $45
million for the construction of an initial significant structure.
Agenda #12 - Vacancy on Bell County Housing Finance
Corporation
- MINUTE ORDER #146/05: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER FISHER, the Court
unanimously approved the appointment of Mr. John Agan from the Extraco
Bank to fill the vacancy created by the resignation of Mr. Dale Yates on
the Bell County Housing Finance Corporation.
Agenda #13 - County Depository Bid
- MINUTE ORDER #147/05: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER BROWN, the Court
unanimously approved authorizing the County Auditor to advertise for bids
for the Depository of Funds for Bell County.
Agenda #14 - Award Bid on Killeen Annex Project
- MINUTE ORDER #148/05: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER FISHER, the Court
unanimously awarded the bid for the Killeen Annex Project to the low
bidder CSS, Inc. of Gatesville, Texas, in the amount of $798,700.00.
Agenda #15 - Claims
- MINUTE ORDER #149/05: The County Auditor presented
all claims for the review of the Court. Upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously approved all such claims. All
according to a copy of the same on record in the office of the
County Auditor.
(The Court then went into workshop session to discuss those items on
the workshop agenda with no action being taken on the same.)
There being no further business, the meeting
was adjourned.
