AFTER proper posting of public notice, a copy of which is attached hereto, on this the 25th day of April, 2005, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #158/05:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of April 18, 2005.  He asked if there were any corrections or additions to the minutes; there being no corrections, the minutes were approved as submitted.   



  2. Agenda #2a - Ivy Trails Estates, Phase II Bond

    • MINUTE ORDER #159/05:  The County Engineer presented the matter of the release of Construction Bond #562774S in the amount of $242,754.00 for Ivy Trails Estates, Phase II Subdivision and the acceptance of a Maintenance Bond in the amount of $24,275.00 for one year and a bond in the amount of $5,745.00 for Right of Way seeding.  After due discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved such action.    



  3. Agenda #2b - Creek Place, Section One, Phase 1-B Subdivision

    • MINUTE ORDER #160/05:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved the final plat of Creek Place, Section One, Phase 1-B Subdivision and ordered the same filed for record.     



  4. Agenda #3 - Personnel

    • MINUTE ORDER #161/05:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER LANGE, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.  



  5. Agenda #4 - Resolution to Texas Bond Review Board

    • MINUTE ORDER #162/05:  JUDGE BURROWS presented the matter of a resolution asking the Texas Bond Review Board (consisting of the Governor, Lieutenant Governor, Comptroller, Speaker of the House, and Board Counsel) to act favorably on the issuance of Texas Mobility Fund bonds to allow Bell County projects that have been put on hold to proceed, specifically the I-35/Loop 363 Interchange in Temple, the 31st Street/Loop 363 Interchange and frontage roads in Temple; widening I-35 to 6 lanes from the Williamson County Line to Salado; and widening US Highway 190 to 6 lanes from Copperas Cove to Fort Hood Main Gate.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved such resolution, the same being attached hereto and made a part of these minutes.       



  6. Agenda #5 - District Court's Building Change Order #002

    • MINUTE ORDER #163/05: The matter of Skanska Construction Company change order #002 was presented and after due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE,  the Court unanimously approved such change order in the amount of $93,849.00 which resulted in no change to the Guaranteed Maximum Price of $20,418,142.00.  All according to a copy of such change order attached hereto and made a part of these minutes.  



  7. Agenda #6 - Claims

    • MINUTE ORDER #164/05:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor. 

      (The Court then went into executive session at 9:30 a.m. for the purpose of discussing personnel and adjourned such executive session at 9:45 a.m. and with members aforementioned present in open Court, the following transpired). 



  8. Agenda #7 - Personnel Action

    • MINUTE ORDER #165/05:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously approved appointing Karen Lorenz as Interim Director of the Personal Bond Office, and authorized the employment of temporary help to have the full compliment of officers for such Department. 



  9. Agenda #8 - Personnel Action

    • MINUTE ORDER #166/05:  Upon motion of  COMMISSIONER BROWN, seconded by COMMISSIONER LANGE, the Court unanimously approved the appointment of Tom Kozney as Executive Director of the Juvenile Probation Department. 


      (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


              There being no further business, the meeting adjourned.
