AFTER proper posting of public notice, a copy of which is attached hereto, on this the 2nd day of May, 2005, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #167/05:  It being nine a.m., JUDGE BURROWS called the meeting to order and called to the Courts attention the fact that they had previously received copies of the minutes of April 25, 2005.  He asked if there were any corrections or additions to the minutes; there being no corrections, the minutes were approved as submitted.   



  2. Agenda #2a - Public Hearing on Abandonment of a Portion of Peach Orchard Lane Road

    • MINUTE ORDER #168/05:  JUDGE BURROWS opened the public hearing on the vacation/abandonment of a portion of Peach Orchard Lane (the east-west leg).  Ms. Frances McCalley appeared to protest such closing citing safety hazards with respect to hauling trailers, etc.  Mr. Bill Hall who had requested the abandonment also appeared to request that it be closed due to safety hazards also.  After there were no further comments, the public hearing was closed and upon motion of COMMISSIONER LANGE, seconded by COMMISSIONER FISHER, the Court tabled the matter and took no further action pending further study.     



  3. Agenda #2b - Public Hearing on Traffic Control Device

    • MINUTE ORDER #169/05:  JUDGE BURROWS opened the public hearing on the installation of a 35 mph speed limit on Nolan Loop Road and asked if there were any public comments; there being none, the public hearing was closed and thereafter, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved the installation of a 35 mph speed limit on Nolan Loop Road.     



  4. Agenda #2c - Authority for County Engineer to Advertise for Bids

    • MINUTE ORDER #170/05:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously authorized the County Engineer to advertise for bids for the conversion of Recycled Asphalt Pavement into cold mix.  



  5. Agenda #2d - Release of Letter of Credit

    • MINUTE ORDER #171/05:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved releasing Letter of Credit Numbers 443 and 444, First Texas Bank, in the amount of $4,200.00 and $1000.00, respectively, for the maintenance of improvements and revegetation for Walnut Creek Estates, Phase IV.  



  6. Agenda #2e - FEMA Concurrence Form

    • MINUTE ORDER #172/05:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER LANGE, the Court unanimously authorized JUDGE BURROWS to execute on behalf of Bell County the FEMA overview and concurrence form regarding the Bella Charca Subdivision in the City of Nolanville. 



  7. Agenda #3 - Personnel

    • MINUTE ORDER #173/05:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes for all purposes.  



  8. Agenda #4 - Auditor's Authority to Advertise for Bids

    • MINUTE ORDER #174/05:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court unanimously approved authorizing the County Auditor to advertise for bids for the purchase of a trailer mounted boom for the Building and Grounds Department.       



  9. Agenda #5 - Renovation of HVAC System in Old Post Office Building

    • MINUTE ORDER #175/05: Mr. Mark Meyer, Building and Grounds Director appeared before the Court to report that bids had been taken for the renovation of the HVAC System at 200 North Main (Old Post Office) Belton, Texas.  He reported that Lockridge Priest had bid $59,071.00 for such renovation.  Such expense is to be paid by the leasee of the building, Central Texas Workforce.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER LANGE,  the Court unanimously approved such action.   



  10. Agenda #6 - Claims

    • MINUTE ORDER #176/05:  The County Auditor presented all claims for the review of the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor. 


    • (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


              There being no further business, the meeting adjourned.
