Agenda #1 - Minutes
- MINUTE ORDER #200/05: It being nine a.m., JUDGE
BURROWS called the meeting to order and called to the Courts
attention the fact that they had previously received copies of the minutes
of May 16, 2005. He asked if there were
any corrections or additions to the minutes; there being no corrections, the minutes were
approved as submitted.
Agenda #2a - Acceptance for Maintenance
- MINUTE ORDER #201/05: The County Engineer presented
the matter of accepting for maintenance approximately 800 feet of Stampede
Road from State Highway 317 to the west, 800 feet and recommended its
approval. After due discussion, upon motion of COMMISSIONER
LANGE, seconded
by COMMISSIONER CORTESE, the Court unanimously approved the
accepting of such approximately 800 feet for county maintenance.
Agenda #2b - Preliminary Approval of Plat for High
Crest, Phase I
- MINUTE ORDER #202/05: The County Engineer presented
the matter of the Preliminary Plat for High Crest, Phase I, a 70-Lot,
43.195 Acre Development off of FM 439, in Precinct 1, and recommended its
approval. After due discussion, upon motion of
COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER,
the Court unanimously approved the Preliminary Plat for High Crest, Phase
I.
Agenda #2c - Final Approval of Plat for Kelpe
Subdivision
- MINUTE ORDER #203/05: The County Engineer presented
the matter of the Plat for Kelpe Subdivision, a 2-Lot, 8.442 Acre
Subdivision off of the west bound U.S. Highway 190 service road west of
Belton, in Precinct 2, and recommended its approval. After due discussion, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER FISHER, the Court
unanimously approved the Plat for Kelpe Subdivision.
Agenda #2d - Authority for County Engineer to
Advertise for Bids
- MINUTE ORDER #204/05: Upon motion of
COMMISSIONER LANGE, seconded by COMMISSIONER BROWN,
the Court unanimously authorized the County Engineer to advertise for bids
for Right of Way fencing on Willow Grove Road (2278 feet) and Highland
School Road (1328 feet), in Precinct 3.
Agenda #3 - Personnel
- MINUTE ORDER #205/05: Upon motion of COMMISSIONER
FISHER, seconded by COMMISSIONER CORTESE, the Court
unanimously approved all employee status report forms, the same being
attached hereto and made a part of these minutes for all purposes.
Agenda #4 - Renewal of Contract with Indigent
Health Care Solutions
- MINUTE ORDER #206/05: Rita Kelley,
Killeen HELP Center, presented for consideration the renewal of the
contract with Indigent Health Care solutions and recommended its
approval. After due discussion, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court
unanimously approved such contract. All according to a copy of the
same being of record in the office of the County Auditor.
Agenda #5 - Acceptance of FY 2005 Emergency
Management Performance Grant
- MINUTE ORDER #207/05: Upon motion of COMMISSIONER
FISHER, seconded by COMMISSIONER LANGE, the Court unanimously
approved the acceptance of a $11,438.00 FY 2005 Emergency Management
Performance Grant administered by the Governor's Division of Emergency
Management, GDEM Grant Number 05TX-EMPG-013. All according to a copy
of the same being of record in the office of the County Auditor.
Agenda #6 - Statement of Support for the Guard and
Reserve
- MINUTE ORDER #208/05: COUNTY JUDGE BURROWS presented
the matter of endorsement and approval of a Statement of Support for the
Guard and Reserve. After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court
unanimously approved such Statement. A copy of the same being
attached hereto.
Agenda #7 - Amendment 1 to HAVA Grant Award
Agreement
- MINUTE ORDER #209/05: COUNTY JUDGE BURROWS presented
the matter of the approval of a Amendment 1, issued April 29, 2005, to
Help America Vote Act (HAVA) Grant Award Agreement with the State of
Texas, Office of the Secretary of State. After due discussion, upon motion of COMMISSIONER
FISHER, seconded by COMMISSIONER BROWN, the Court unanimously
approved such Amendment. A copy of the same being attached hereto
and a copy being of record in the office of the County Auditor.
Agenda #8 - Appointment of Committee to Study HAVA
Compliant Voting Systems
- MINUTE ORDER #210/05: COUNTY JUDGE BURROWS presented
the matter of the appointment of a committee to study Help America Vote
Act compliant voting systems, including disability access voting systems,
and to make recommendations to the Commissioners Court. COUNTY
JUDGE BURROWS recommended an eleven person committee consisting
of: (1) Chair - John Fisher, Precinct 4 Commissioner; (2) Vice-Chair
- Vada Sutton, County Clerk/Elections Officer; (3) Sharon Long, Tax
Assessor/Collector/Voter Registrar; (4) Eddy Lange, Precinct 3
Commissioner; (5) Representative from County Judge &
Commissioners Committee of People with Disabilities; (6) Nick Serna,
Lonestar Legal Aid; (7) Wayne Carpenter, Belton ISD Assistant
Superintendent; (8) Nancy Boston, Republican Party Chair or her designee;
(9) Representative selected by Republican Party Chair; (10) Arthur Resa,
Democratic Party Chair or his designee; (11) Representative selected by
Democratic Party Chair. Judge Burrows would serve as an Ex-Officio
member. After due discussion, upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously
approved such recommended Committee.
Agenda #9 - Claims
- MINUTE ORDER #211/05: The County Auditor presented
all claims for the review of the Court. After proper review, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court
unanimously approved all such claims. All according to a copy of the
same being of record in the office of the County Auditor.
(The Court then went into workshop session to discuss those items on
the workshop agenda with no action being taken on any item. The
Court also conducted Budget Hearings during the week as listed
on the workshop agenda.)
There being no further business, the meeting
adjourned.
