Agenda #1 - Minutes
- MINUTE ORDER #212/05: It being nine a.m., JUDGE
BURROWS called the meeting to order and called to the Courts
attention the need to waive presentation of the minutes of May 23 2005
until a later date. Consideration of approval of such minutes was
waived.
Agenda #2a - Renaming Highland School Road to
Five Wells Road
- MINUTE ORDER #213/05: The County Engineer presented
the matter of renaming Highland School Road to Five Wells Road, pointing
out that over 75% of the effected property owners had either consented or
not objected to the change, and recommended its approval. After due discussion, upon motion of COMMISSIONER
LANGE, seconded
by COMMISSIONER CORTESE, the Court unanimously approved the
renaming of Highland School Road to Five Wells Road.
Agenda #2b - Acceptance for Maintenance
- MINUTE ORDER #214/05: The County Engineer presented
the matter of accepting for maintenance approximately 0.1 miles of road
known as Rivers' Bend Road, off of F.M. 2484 in Precinct 2, and
recommended its approval. After due discussion, upon motion of
COMMISSIONER BROWN, seconded by COMMISSIONER FISHER,
the Court unanimously approved the accepting of such approximately 0.1
miles for county maintenance.
Agenda #2c - Addition of Reconstruction of Portion of
Shaw Road to Annual Work Plan
- MINUTE ORDER #215/05: The County Engineer presented
the matter of adding the reconstruction of Shaw Road, from Stringtown Road
to Stallion Road, to the Annual Work Plan, and recommended its
approval. After due discussion, upon motion of COMMISSIONER
LANGE, seconded by COMMISSIONER CORTESE, the Court
unanimously approved the addition to said portion of Shaw Road to the
Annual Work Plan.
Agenda #2d - Bid Award for Processing Recycled
Asphalt Millings Cold Mix
- MINUTE ORDER #216/05: The County Engineer presented
the matter of the bids received for processing recycled asphalt millings
cold mix and recommend the award be made to the sole bidder, Cleveland
Asphalt. Upon motion of
COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN,
the Court unanimously awarded the bid to Cleveland Asphalt at the bid of
(1) one load Asphalt (approximately 750 tons of Cold Mix) at $18.50 per
ton; (2) two loads of Asphalt (approximately 1500 tons of Cold Mix) at
$17.50 per ton; and (3) three loads Asphalt (approximately 2250 tons of
Cold Mix), with the prices reduced by $1.00 per ton if the County provides
a loader and operator.
Agenda #2e - Preliminary Approval of Plat for Ryan
Addition
- MINUTE ORDER #217/05: The County Engineer presented
the matter of the Preliminary Plat for Ryan Addition, a 16-Lot, 5.54 Acre
Subdivision in the E.T.J. of the City of Nolanville in Precinct 2, and
recommended its approval. After due discussion, upon motion of
COMMISSIONER BROWN, seconded by COMMISSIONER LANGE,
the Court unanimously approved the Preliminary Plat for Ryan
Addition.
Agenda #3 - Personnel
- MINUTE ORDER #218/05: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER LANGE, the Court
unanimously approved all employee status report forms, the same being
attached hereto and made a part of these minutes for all purposes.
Agenda #4 - Burn Ban Consideration
- MINUTE ORDER #219/05: Due to adequate
county-wide rainfall over the weekend, the Court took no action on a Burn
Ban.
Agenda #5 - Recognition of Robert W. Patterson,
Jail Administrator
- MINUTE ORDER #219/05: County Sheriff Dan Smith
presented Major Bob Patterson, Bell County Jail Administrator, to the
Court as the newly elected President of the American Jail Association,
5,000 member national organization of jail managers and
practitioners. Upon recommendation and motion of COUNTY JUDGE
BURROWS, seconded by COMMISSIONER BROWN, the Court unanimously
congratulated Major Patterson and declared May 31, 2005 as "Robert W.
Patterson Day in Bell County, Texas." All according to a copy
of the declaration attached.
Agenda #6 - Report on the State of Bell County
- MINUTE ORDER #220/05: COUNTY JUDGE BURROWS presented
a Report on the State of Bell County, May 31, 2005. Upon motion of COMMISSIONER LANGE, seconded by COMMISSIONER
BROWN, the Court
unanimously approved such report. A copy of the same being attached
hereto.
Agenda #7 - Award of Bid on Trailer Mounted Boom
- MINUTE ORDER #221/05: Russell Williams, County
Auditor's Office, presented the matter of bids for a Trailer Mounted Boom
for Building & Grounds, recommending the bid be awarded to the low
bidder meeting all specifications, Equipment Depot of Waco, in the amount
of $19,667.00. After due discussion, upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously
approved the award of such bid to Equipment Depot of Waco, Texas, in the
amount of $19,667.00. A copy of said bid being of record in the
office of the County Auditor.
Agenda #8 - Approval of Easement and Right of Way
Along EXPO Property Line
- MINUTE ORDER #222/05: After due discussion, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER FISHER, the Court unanimously
approved the granting of a 10 foot Easement and Right of Way to TXU
Electric Delivery Service for access and service to a new electric service
extending approximately 550 feet from Loop 121 along the east fence line
of the EXPO property line. A copy of the same being attached hereto.
Agenda #9 - Approval of Waiver of Back Due Taxes
- MINUTE ORDER #223/05: After due discussion, upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously
approved the waiving of all Bell County and Bell County Road & Bridge
due back taxes and the authorizing of the County Judge to execute
appropriate documents under the Texas Tax Code regarding property deed in
trust to the City of Belton, as Trustee, for non-payment of taxes and due
to EPA-imposed cost of cleanup to the original owner (Tax Account 100108),
being 14 acres located adjacent and east of the cemetery on the north side
of Taylors Valley Road, a part of the EPA Superfund site, and formerly
owned by Rockwool Industries, Inc.
Agenda #10 - Approval of Amendment of Lease
Agreement with Central Texas Council of Governments and Refund of Unused
Prepaid Rentals
- MINUTE ORDER #224/05: After due discussion, upon motion of COMMISSIONER LANGE, seconded by COMMISSIONER
BROWN, the Court
unanimously approved amending the Lease Agreement with Central Texas
Council of Governments establishing a termination date of November 30,
2005 and authorizing the County Judge to execute appropriate documents
concerning office space at 550 East 2nd Avenue, Belton, Texas, and further
authorizing the refund of $743,946.00 in unused prepaid rentals by budget
amendment, with the refund to come from Fund Balance.
Agenda #11 - Filing of Administrative Order
Regarding Procedures of Personal Bond Office
- MINUTE ORDER #225/05: Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER
BROWN, the Court
unanimously approved the receipt and filing of Administrative Order
regarding procedures of the Bell County Personal Bond Office. A copy
of the same being attached hereto.
Agenda #12 - Claims
- MINUTE ORDER #226/05: The County Auditor presented
all claims for the review of the Court. After proper review, upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court
unanimously approved all such claims. All according to a copy of the
same being of record in the office of the County Auditor.
(The Court then went into workshop session to discuss those items on
the workshop agenda with no action being taken on any item. The
Court also conducted Budget Hearings during the week as listed on the
workshop agenda.)
There being no further business, the meeting
adjourned.
