this the 27th day of June, 2005, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular session with the

Agenda #1 - Minutes
- MINUTE ORDER #248/05: It being nine a.m., JUDGE
BURROWS called the meeting to order and called to the Courts
attention the fact that they had received the minutes of June 20, 2005.
After due discussion, the minutes were approved as submitted.
Agenda #2a - Approval of Stop Signs
- MINUTE ORDER #249/05: The County Engineer presented
that matter of approval to install Stop Signs at the intersection of
Southern Leg Triangle Road and Kuykendall Branch Road; at Granger Road and Kuykendall Branch Road; and at Arrowhead Point Boat Ramp at the
intersection with Arrowhead Point Road. A Public Hearing on the
matter was held in which no one spoke for or against the action. After due discussion, upon
the motion of COMMISSIONER CORTESE, seconded
by COMMISSIONER Lange, the Court unanimously approved the
installation of all 3 Stop Signs.
Agenda #2b - Purchase of Gradall XL-3100
- MINUTE ORDER #250/05: The County Engineer presented
the matter of purchasing with bond funds a Gradall XL-3100 off of the
State Contract for $208,986.00. After due discussion, upon
the motion of
COMMISSIONER CORTESE, seconded by COMMISSIONER LANGE,
the Court unanimously approved to purchase the Gradall XL-3100.
Agenda #2c - Striping of County Roads
- MINUTE ORDER #251/05: The County Engineer presented
the matter to extend Contract for striping of County roads with D.I. J.
Construction, Bertram, Tx, for one year at about $0.1155 per foot, up 5%
over last year. After due discussion, upon motion of COMMISSIONER
FISHER, seconded by COMMISSIONER LANGE, the Court
unanimously approved to extend the contract for striping.
Agenda #2d - Seal Coating
- MINUTE ORDER #252/05: The County Engineer presented
the matter of approval of an interlocal agreement with the Village of
Salado for the seal coating of approximately 2.0 miles of Village
roads. Upon motion of
COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE,
the Court unanimously approved the seal coating of 2.0 miles of Village
roads.
Agenda #2e - Iduma Trail Subdivision
- MINUTE ORDER #253/05: The County Engineer presented
the matter of authorizing the release back to Union State Bank, Florence,
the Cashiers Check of $68,500.00 that was provided as security for the
improvements to Iduma Trail Subdivision. After due discussion, upon motion of
COMMISSIONER LANGE, seconded by COMMISSIONER BROWN, with
COMMISSIONER FISHER abstaining, the Court
approved the release of $68,500.00 Cashiers Check and the establishment of
a "Retainage" Account at the bank for the same purpose.
Agenda #2f - Austin Street in Holland
- MINUTE ORDER #254/05: The County Engineer presented
the matter of approval of an Interlocal Agreement with the City of Holland
for the priming and seal coating of approximately 1,200 feet of Austin
Street. After due discussion, upon
the motion of
COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN,
the Court unanimously approved the Agreement with the City of
Holland.
Agenda #3 - Personnel
- MINUTE ORDER #255/05: Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER
FISHER, the Court
unanimously approved all employee status report forms, the same being
attached hereto and made a part of these minutes.
Agenda #4 - Update by District Engineer of TxDOT of
Bell County Road Projects
- MINUTE ORDER #256/05: Mr. Richard Skopik,
Division Engineer, TxDOT of Waco and Mr. John Orb, Area Engineer, TxDOT
gave a report to the Court on the status of Bell County Road
Projects. A copy of such improvement plans are attached hereto and
made a part of these minutes.
Agenda #5 - Bell County Auction
- MINUTE ORDER #257/05: Judge Burrows gave a
report on the County's recent auction held on May 21, 2005. He
reported that the County had netted $36,631.44. Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER
LANGE, the Court
unanimously approved this matter. A copy of the Consignor Settlement
is attached hereto and made a part of these minutes.
Agenda #6 - Letter of Agreement with Healthx,
Inc.
- MINUTE ORDER #258/05: Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER
FISHER, the Court
unanimously approved a Letter of Agreement with Healthx, Inc. for services
to provide an electronic claims and enrollment interface between the
County Indigent Health Care Program and health care providers.
Agenda #7 - Claims
- MINUTE ORDER #259/05: JUDGE JON H. BURROWS,
County Judge presented the claims for review to the Court. After proper review, upon
the motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court
unanimously approved all such claims. All according to a copy of the
same being of record in the office of the County Auditor.
(The Court then went into workshop session to discuss those items on
the workshop agenda with no action being taken on any item.)
There being no further business, the meeting
adjourned.
