Agenda #1 - Minutes
- MINUTE ORDER #260/05: It being nine a.m., JUDGE
BURROWS called the meeting to order and called to the Courts
attention the fact that they had received copies of the minutes of June
27, 2005. He asked if there were any corrections or additions to
the minutes; there being no corrections, the minutes were approved as
submitted.
Agenda #2a - Release of Letter of Credit-Spring
Meadow Estates
- MINUTE ORDER #261/05: County Engineer Richard
Macchi presented
that matter of releasing Letter of Credit No. 210479, State Bank, La
Grange, Tx in the amount of $4,500.00, for maintenance of the improvements
in Spring Meadow Estates. (Pct 1). Upon
the recommendation of the County Engineer, on motion of COMMISSIONER CORTESE, seconded
by COMMISSIONER Lange, the Court unanimously approved the
releasing of such Letter of Credit.
Agenda #2b - Authority to Bid for Fencing
- MINUTE ORDER #262/05: County Engineer Richard
Macchi presented
the matter to advertise for bids for Right of Way fencing on Dove Road (
5,980 feet, Pct 3) and Round Hall Road ( 2,864 feet, Pct 1). After
due discussion, upon
the motion of
COMMISSIONER LANGE, seconded by COMMISSIONER CORTESE,
the Court unanimously approved authorizing the County Engineer to
advertise for bids on fencing.
Agenda #2c - Award fencing bid on Highland
School/Five Wells Road and Willow Grove Road
- MINUTE ORDER #263/05: County Engineer Richard Macchi
presented
the matter of the bid for the Right of Way fencing on Highland School/Five
Wells Road and Willow Grove Road. After due discussion concerning
such bid, upon motion of COMMISSIONER LANGE, seconded by COMMISSIONER
CORTESE, the Court
unanimously accepted the low bid from Larry Pajestka as recommended by the
County Engineer, in the amount of $20,688.80.
Agenda #2d - Award of Bids for Equipment
- MINUTE ORDER #264/05: County Engineer Richard Macchi
presented
the matter of awarding bids for the purchase with bond funds of
six-Tractors, two-Belly Dump Trailers, one-Motor Grader Attachable, Rubber
Tire, Packer/Roller, one-Rubber Tired Backhoe/Loader and one-Rubber Tired
Backhoe/Integrated Tool Carrier with material handling arm. After
due discussion concerning such bids, the County Engineer made the
following recommendations: (1) The bid for six-Tractors (two with
a/c and four without) be awarded to Blackland Implement Co. in the amount
of $134,400.00. (2) The bid for two-Belly Dump Trailers be awarded
to Rush Truck Center in the amount of $47,400.00. (3) The bid for
one-Motor Grader Attachable, 90" Rubber Tire, Packer/Roller be
awarded to Handy Hitch Mfg., Inc. in the amount of $19,348.50, which is
the price for a demo unit. (4) The bid for one-Rubber Tired
Backhoe/Loader be awarded to Holt CAT in the amount of $56,945.00.
(5) The bid for one-Rubber Tired Backhoe/Integrated Tool Carrier be
awarded to Holt CAT in the amount of $82,158.00. Upon motion of
COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE,
the Court unanimously approved the awarding of bids as recommended by the
County Engineer.
Agenda #3 - Personnel
- MINUTE ORDER #265/05: Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER
BROWN, the Court
unanimously approved all employee status report forms, the same being
attached hereto and made a part of these minutes.
Agenda #4 - Recognition of Mark Kimball and
Mike Waldman
- MINUTE ORDER #266/05: District Attorney Henry
Garza presented Mark Kimball and Mike Waldman to the Court as the
recipients of The Prosecutor of the Year Award by the Texas Gang
Investigators Association. The award is in recognition of
outstanding achievement in gang suppression in the State of Texas.
Also recognized was Nelson Barnes, from the District Attorneys office, who
received the same award two years ago. The Court thanked them for
their work and service to Bell County.
Agenda #5 - Recognition of Commissioner Tim Brown
- MINUTE ORDER #267/05: Judge Burrows recognized COMMISSIONER
BROWN upon his selection as Chairman of the Trans-Texas Corridor
Citizens Advisory Committee, a 23 member committee that will advise the
Texas Department of Transportation on issues dealing with the planning and
development of the corridor.
Agenda #6 - Asbestos and Mold Inspections
- MINUTE ORDER #268/05: Assistant County Auditor
Russell Williams presented the matter of the selection and authorizing the
entering into negotiations with the selected firm for a Licensed Asbestos
Consultant Agency and a Licensed Mold Assessment Company. After due
discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER
BROWN, the Court
unanimously authorized the Committee to enter negotiations with Esesis of
Waco, to establish pricing and then enter into a contract for one year
with option to extend for two more years.
Agenda #7 - Bell County WCID #5 - Change Order No.
1
- MINUTE ORDER #269/05: The matter of Bell County WCID
#5, Change Order No. 1, was presented and after due discussion, upon motion of COMMISSIONER LANGE, seconded by COMMISSIONER
CORTESE, the Court
unanimously approved Change Order No. 1 for Bell County WCID #5 2204 TCDP
Water Line Improvements Project, resulting in a net decrease of $4,412.20,
for which Bell County is the conduit governmental agency for WCID
#5. A copy of such change order is attached hereto and made a part
of these minutes.
Agenda #8 - Re-appointment to MHMR
- MINUTE ORDER #270/05: Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court
unanimously approved the re-appointment of Nancy Holle and Dr. John Asbury
to the Board of Trustees for Central Counties Center MHMR for a two-year
term effective September 1, 2005.
Agenda #9 - Claims
- MINUTE ORDER #271/05: The County Auditor presented
all claims for the review of the Court. After proper review, upon
the motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court
unanimously approved all such claims. All according to a copy of the
same being of record in the office of the County Auditor.
(The Court then went into workshop session to discuss those items on
the workshop agenda with no action being taken on any item.)

adjourned.
