September 19, 2005


AFTER proper posting of public notice, a copy of which is attached hereto, on this the 19th day of September, 2005, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #375/05:  It being nine a.m., JUDGE JON H. BURROWS, called the regular meeting of the Commissioner's Court to order and called to the Courts attention that they had received the minutes of August 12, 2005.  After due discussion, the minutes were approved as corrected.   



  2. Agenda #2a  - Public Hearing and consideration of Traffic Control Devices

    • MINUTE ORDER #376/05:  Richard Macchi, County Engineer, presented for approval to install yield signs on Briggs Road and Wolfridge Road, PCT 4.  To install speed limit sign of 35 M.P.H. on Asa Road, PCT 3.  Install speed limit sign of 45 M.P.H. on Arthur Cemetery Road from F.M. 438 to Connection Road, PCT 3.  Install speed limit sign of 50 M.P.H. on Arthur Cemetery Road from Bottoms East to Connection Road, PCT 3.  At 9:09 a.m., Judge Burrows opened the public hearing on these items.  With no public present, the public hearing was closed at 9:10 a.m.  After due discussion, upon motion of COMMISSIONER LANGE, seconded by COMMISSIONER FISHER, the Court unanimously approved all signs to be installed.   



  3. Agenda #2b - Advertisement for bids

    • MINUTE ORDER #377/05:  Richard Macchi, County Engineer, presented for authorization the following equipment and materials to be advertised for bids:  Three Water Tanks, Reinforcing Steel, Base Material, Culvert Pipes, Oil, and Grease.  After due discussion, upon motion of COMMISSIONER  BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved the equipment and materials to be advertised for bids.   



  4. Agenda #2c - Letter of Credit No. 463

    • MINUTE ORDER #378/05:  Richard Macchi, County Engineer, presented Letter of Credit No. 463, First State Bank Central Texas in the amount of $7,500 for consideration of release.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved to release Letter of Credit No. 463, First State Bank Central Texas in the amount of $7,500 for the improvements in Shiloh Terrace, Phase II.  



  5. Agenda #2d - Sale of Two Railroad Flatcars

    • MINUTE ORDER #379/05:  Richard Macchi, County Engineer, presented for consideration the sale of two railroad flatcars located on Big Elm Creek Road.  After due discussion, upon motion of COMMISSIONER LANGE, seconded by COMMISSIONER BROWN, the Court unanimously approved the sale of two railroad flatcars.   



  6. Agenda #3 - Personnel

    • MINUTE ORDER #380/05:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER LANGE, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.  



  7. Agenda #4 - Declaration of Local Disaster

    • MINUTE ORDER #381/05:  Judge Burrows presented for consideration, Declaration of Local Disaster under section 418.108 of the Texas Government Code, Texas Disaster Act, as of the Governor's Disaster Declaration on September 1, 2005 and continuing.  After due discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved Declaration of Local Disaster.   



  8. Agenda #5 - Claims

    • MINUTE ORDER #382/05:  Judge Jon H. Burrows, County Judge presented the claims for review to the Court.  After proper review, upon the motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor. 


    • (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


              There being no further business, the meeting adjourned.
