AFTER proper posting of public notice, a copy of which is attached hereto, on this the 17th day of October, 2005, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #413/05:  It being nine a.m., Judge Jon H. Burrows, called the regular meeting of the Commissioner's Court to order and called to the Courts attention that they had received the minutes of October 11, 2005.  After due discussion, the minutes were approved as corrected.   



  2. Agenda #2a  - Conduct Public Hearing for Installation of Traffic Signs

    • MINUTE ORDER #414/05: Richard Macchi, County Engineer, proposed to install the following traffic signs:  Stop sign on Honeysuckle Dr. at Walnut Drive; Stop sign on Aspen Circle at Walnut Drive; Stop sign on Trader Road at Stringtown Road to replace Yield sign; Yield signs at Berry Drive at Spanish Oak; Yield sign on Betty Place at Spanish Oak; Yield sign on Amanda at Spanish Oak.  Judge Burrows opened these items for public hearing; with no public present for this matter, the public hearing was closed.  After due discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court unanimously approved all such signs to be installed. 



  3. Agenda #2b - Awarding Bids for Several Purchases

    • MINUTE ORDER #415/05:  (1) After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER LANGE, the Court unanimously approved to award bids for purchase of Base Material to the six individual companies that submitted bids.  (2) Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER LANGE, the Court unanimously approved to rebid for reinforcing steel as no bids were originally received.  (3) Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously approved to award bids between Wilson and Contech for Culverts.  (4) upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court unanimously approved to award bids to Big Chief for the purchase of oil and grease.  (5)  Upon motion of COMMISSIONER LANGE, seconded by COMMISSIONER CORTESE, the Court unanimously approved to award bids to Smith Tank for water tanks.  All according to a copy of the same attached hereto and made a part of these minutes.  



  4. Agenda #2c - Bids for Two Railroad Flatcars

    • MINUTE ORDER #416/05:  After due discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved for rebids on the sale of two railroad flatcars.    



  5. Agenda #2d - Advertise for Bids for Eight-10' Shredders

    • MINUTE ORDER #417/05:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER LANGE, the Court unanimously approved to advertise for bids for eight - 10' shredders.     



  6. Agenda #2e - Purchase of Motorized Broom, a D-6 Caterpillar Dozer, and 963 Caterpillar Tracked Loader

    • MINUTE ORDER #418/05:  After due discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved the purchase of a motorized broom, a D-6 Caterpillar Dozer, and a 963 Caterpillar Tracked Loader off of the Buy Board. 



  7. Agenda #3 - Personnel

    • MINUTE ORDER #419/05:  Upon motion of COMMISSIONER LANGE, seconded by COMMISSIONER BROWN, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.  



  8. Agenda #4 - Burn Ban

    • MINUTE ORDER #420/05:  This item is tabled until next Monday, the 24th of October.    



  9. Agenda #5 - Paralegal Day

    • MINUTE ORDER #421/05:  Judge Burrows presented a Proclamation designating October 23, 2005 as Paralegal Day in Bell County.  This Proclamation was presented to Susie Ivey and Shelly Coston of the Bar Association.  Upon motion of JUDGE BURROWS, seconded by COMMISSIONER BROWN, the Court unanimously approved October 23, 2005 as Paralegal Day. 



  10. Agenda #6 - Czech Heritage Month

    • MINUTE ORDER #422/05:  Judge Burrows presented a Proclamation designating October as Czech Heritage Month in Bell County.  Upon motion of COMMISSIONER LANGE, seconded by COMMISSIONER CORTESE, the Court unanimously approved October as Czech Heritage Month.    



  11. Agenda #7 - Designation of FY 2006 Bell County Representative to Solid Waste Advisory Committee

    • MINUTE ORDER #423/05:  Upon motion of JUDGE BURROWS, seconded by COMMISSIONER FISHER, the Court unanimously approved to appoint Richard Macchi as representative to Solid Waste Advisory Committee of Central Texas Council of Governments.  



  12. Agenda #8 - Resolutions Authorizing Sale of Property

    • MINUTE ORDER #424/05:  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved Resolutions Authorizing Sale of Property pursuant to Section 34.05 of the Tax Code and authorizing the County Judge to execute Deeds without Warranty to the City of Temple for the following properties that had no bidders at various tax sales:
      (1) Lot 5, Block 1, Delaney Addition to the City of Temple;
      (2) North 60 feet of the West 1/2 of Lot 4, Clock 2, Bills Addition to the City of Temple;
      (3) South 30 feet of the North 50 feet of Lot 2, Block 1, Bills Additions to the City of Temple;
      (4) South 20 feet of Lot 7 and the North 10 feet of Lot 8, Block 45 of the Roach Additions to the City of Temple; and
      (5) Lot 4, Block 1, Bills Addition to the City of Temple. 



  13. Agenda #9 - Agreement for Disbursement - Temple HELP Center

    • MINUTE ORDER #425/05:  After due discussion, upon motion of COMMISSIONER LANGE, seconded by COMMISSIONER CORTESE, the Court unanimously approved an Agreement for Disbursement of City of Temple Funds allocated to Bell County for use in the Department of Human Services - Temple HELP Center. 



  14. Agenda #10 - 2006 County Holidays

    • MINUTE ORDER #426/05:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved the CY 2006 County Holidays.  All according to a copy of the same attached hereto and made a part of these minutes. 



  15. Agenda #11 - Change Order No. 2 with Gene Doss Construction Company

    • MINUTE ORDER #427/05:  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved Change Order No. 2 with Gene Doss Construction Company regarding the Bell County Museum and Guffy Building Construction and Renovation. 



  16. Agenda #12 - Fusion Bridge

    • MINUTE ORDER #428/05:  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved Statement of Work with FusionBridge, Ltd. for Bell County Clerk's Office Process Assessment.  



  17. Agenda #13 - Lone Star Realty

    • MINUTE ORDER #429/05:  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER LANGE, the Court unanimously approved contract with Lone Star Realty for bill/invoice paying services. 



  18. Agenda #14 - Claims

    • MINUTE ORDER #430/05:  Judge Jon H. Burrows, County Judge, presented the claims for review to the Court.  After proper review, upon the motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor. 



  19. Agenda #15 - Executive Session

    • MINUTE ORDER #431/05:  (The Court went into Executive Session as authorized by Section 551.074 of the Texas Government Code regarding Personnel matters.  The Court went into Executive Session at 10:00 a.m. and came out of Executive Session at 11:58 a.m. and took no action following Executive Session.)    




             (The Court then went into workshop session to discuss those items on the workshop agenda with
             no action being taken on any item.)


              There being no further business, the meeting adjourned.
