Agenda #1 - Minutes
- MINUTE ORDER #515/05: It being nine a.m., Judge
Jon H. Burrows, called the regular meeting of the Commissioner's
Court to order and called to the Courts
attention that they had received the minutes of December 5, 2005.
After due discussion, the minutes were approved as corrected.
Agenda #2a - Traffic Control Devices
- MINUTE ORDER #516/05: Richard Macchi, County Engineer
presented for approval the installation on one 50 MPH speed limit sign on
Pritchard Road from S.H. 36 to Reeds Lake Road, and one 50 MPH speed limit
sign on East Trimmier from Chaparral Road, north to the City Limits of
Killeen. Judge Jon H. Burrows opened the public hearing, after
hearing no comments the public hearing was closed. After due discussion, upon
motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court unanimously approved
the traffic control devices to be installed.
Agenda #2b - Final Plat for Willow Grove Subdivision
- MINUTE ORDER #517/05: After due discussion, upon
motion of COMMISSIONER LANGE, seconded by COMMISSIONER CORTESE, the Court unanimously approved
the final plat of Willow Grove Subdivision, a one-lot, 2.727 acre division
of property in the E.T.J. of the City of Temple.
Agenda #2c - Reinforcing Steel
- MINUTE ORDER #518/05: After due discussion, upon
motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved
to award bid to Alamo Iron Works, of San Antonio in the amount of $0.36
and $0.38 per pound and making Alamo Steel, of Waco a secondary
supplier.
Agenda #2d - Railroad Flatcar
- MINUTE ORDER #519/05: After due discussion, upon
motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved
to award the bid for the sale of one railroad flatcar to Mr. Vincent Penar
of Cedar Hill, Texas, with the bid of $526.00. The county will
maintain one flatcar for use as needed and will attempt to sell the other
flatcar in the future.
Agenda #3 - Personnel
- MINUTE ORDER #520/05: Upon motion of COMMISSIONER LANGE, seconded by
COMMISSIONER FISHER, the Court
unanimously approved all employee status report forms, the same being
attached hereto and made a part of these minutes.
Agenda #4 - Order Restricting Use of Fireworks
- MINUTE ORDER #521/05: After due discussion, upon motion of COMMISSIONER CORTESE, seconded by
COMMISSIONER LANGE, the Court
unanimously approved the Order Restricting use of Fireworks in the
Unincorporated areas of Bell County, Texas pursuant to Texas Local
Government Code § 352.051, with the restricted fireworks being
"skyrockets with sticks" and "missiles with fins" as
classified under 49 C.F.R. part. 173.100® (2) (10-1-86 edition).
Agenda #5 - Texas Department of Criminal Justice
Division
- MINUTE ORDER #522/05: Henry Garza, District
Attorney, presented for approval the grant application to the Texas
Department of Criminal Justice Division, Office of the Governor, for
$82,000.00 to fund the District Attorney's Save Our Streets Grant
request. After due discussion, upon motion of COMMISSIONER BROWN, seconded by
COMMISSIONER CORTESE, the Court
unanimously approved said grant application. All according to the
same being attached hereto and made a part of these minutes.
Agenda #6 - 900 Hour Rule
- MINUTE ORDER #523/05: After due discussion, upon motion of COMMISSIONER CORTESE, seconded by
COMMISSIONER BROWN, the Court
unanimously approved the Resolution extending the 900-hour rule regarding
Texas County & District Retirement System enrollment procedures until
January 1, 2007.
Agenda #7 - Change Orders 4 & 5
- MINUTE ORDER #524/05: After due discussion, upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved
Change Orders 4 & 5 with Skanska Construction Company regarding the
District Courts Project.
Agenda #8 - Enhanced Digital Access Communications
- MINUTE ORDER #525/05: After due discussion, upon
motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved
the purchase of Enhanced Digital Access Communications System (EDACS)
from M/A COM for the Bell County Communications Center.
Agenda #9 - Purchase of Two Vehicles
- MINUTE ORDER #526/05: After due discussion, upon motion of COMMISSIONER
FISHER, seconded by COMMISSIONER LANGE, the Court unanimously approved
to reject all bids for the purchase of two vehicles for Information
Systems and authorized the County Auditor to re-bid with new
specifications.
Agenda #10 - Amendment No. 2
- MINUTE ORDER #527/05: After due discussion, upon
motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved
Amendment No. 2 to the Memorandum of Agreement between the Texas
Agricultural Experiment Station (TAES), the Texas A & M System and
Bell County, with a two year extension.
Agenda #11 - Claims
- MINUTE ORDER #528/05: Judge Jon H. Burrows, County
Judge, presented the claims for review to the Court. After proper
review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously approved all such claims. All
according to a copy of the same being of record in the office of the
County Auditor.
(The Court then went into workshop session to discuss those items on
the workshop agenda with
no action being taken on any item.)
There being no further business, the meeting
adjourned.
