Agenda #1 - Minutes
- MINUTE ORDER #009/06: It being nine a.m., Judge
Jon H. Burrows, called the regular meeting of the Commissioner's
Court to order and called to the Courts
attention that they had received the minutes of December 30, 2005 and
January 3, 2006.
After due discussion, the minutes were approved as presented.
Agenda #2 - County Engineer
- MINUTE ORDER #010/06: There were no items to be
discussed at this time.
Agenda #3 - Personnel
- MINUTE ORDER #011/06: Upon motion of COMMISSIONER BROWN, seconded by
COMMISSIONER FISHER, the Court
unanimously approved all employee status report forms, the same being
attached hereto and made a part of these minutes.
Agenda #4 - Update on Drought Conditions
- MINUTE ORDER #012/06: Steve Casey, Bell County Fire
Marshal gave an update on the drought conditions, responses to wildfires,
and burn ban restrictions.
Agenda #5 - Selections of Elected Officials Grievance
Committee for 2006 Grand Jury Pool
- MINUTE ORDER #013/06: The selected Elected Officials
Grievance Committee for 2006 Grand Jury Pool is: Jim Wright, Harker
Heights; Lisa Joy, Temple; Juanita Cano, Killeen; Teddy Gaines, Holland;
Deborah Seigman, Killeen; Thad Byars, Killeen; David Pennington, Temple;
Mike Parker, Belton; and Thurman Brown Jr., Harker Heights.
Agenda #6 - Appointment of Margaret Harris
- MINUTE ORDER #014/06: After due discussion, upon motion of
COMMISSIONER BROWN, seconded by
COMMISSIONER CORTESE, the Court
unanimously approved ratification of the appointment of Margaret Harris by
the Hamilton County Commissioners Court to fill the unexpired term as
Hamilton County's Representative on the Board of Trustees for Central
Counties MHMR Center.
Agenda #7 - Asbestos Abatement Service
- MINUTE ORDER #015/06: After due discussion, upon motion of
COMMISSIONER BROWN, seconded by
COMMISSIONER FISHER, the Court
unanimously awarded approval to ARC Abatement for a base period of three
years with an option to renew for a fourth and fifth year.
Agenda #8 - Fiber Installation
- MINUTE ORDER #016/06: After due discussion, upon motion of
COMMISSIONER FISHER, seconded by
COMMISSIONER LANGE, the Court
unanimously approved for the County Auditor to advertise for Proposals for
fiber installation at the Bell County Annex in Killeen, and the new
District Courts Building.
Agenda #9 - Rescinding Family Protection Service Fee
- MINUTE ORDER #017/06: After due discussion, upon motion of
COMMISSIONER CORTESE, seconded by
COMMISSIONER BROWN, the Court
unanimously approved to rescind the family protection service fee of
$30.00 and to reinstate the original $15.00 fee. This due to
Attorney General Opinion GA-0387 that Government Code Section 51.961 (g)
enacted by the Seventy-ninth Legislature setting the $30.00 fee is
unconstitutional.
Agenda #10 - Contract Offer of the Office of the Attorney
General of Texas
- MINUTE ORDER #018/06: After due discussion, upon motion of
COMMISSIONER CORTESE, seconded by
COMMISSIONER BROWN, the Court
unanimously accepted the contract offer of the Office of the Attorney
General of Texas to redirect and process all child support payments in
orders established prior to January 1, 1994 from the local registry to the
State Disbursement Unit. All according to a copy of the same being
attached hereto and made a part of these minutes.
Agenda #11 - Claims
- MINUTE ORDER #019/06: Judge Jon H. Burrows, County
Judge, presented the claims for review to the Court. After proper
review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously approved all such claims, including the
FEMA payments paid to date. All
according to a copy of the same being of record in the office of the
County Auditor.
(The Court then went into workshop session to discuss those items on
the workshop agenda with
no action being taken on any item.)
There being no further business, the meeting
adjourned.
