AFTER proper posting of public notice, a copy of which is attached hereto, on this the 17th day of January, 2006, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #020/06:  It being nine a.m., Judge Jon H. Burrows, called the regular meeting of the Commissioner's Court to order and called to the Courts attention that they had received the minutes of January 9, 2006 and January 3, 2006.  The January 9, 2006 minutes were approved as corrected, and the January 3, 2006 minutes were approved after clerical correction. 



  2. Agenda #2a - Agreement to Contribute Funds

    • MINUTE ORDER #021/06: After due discussion, upon motion of COMMISSIONER LANGE, seconded by COMMISSIONER CORTESE, the Court unanimously approved to authorize County Judge to sign "Agreement to Contribute Funds" ($15,000) with TxDOT for improvements to F.M. 437, from F.M. 940 to S.H. 53.  All according to the same being attached hereto and made a part of these minutes.  



  3. Agenda #2b - Advertise for Bids

    • MINUTE ORDER #022/06:  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER LANGE, the Court unanimously approved for the County Auditor to advertise for bids on behalf of the County Engineer for the following materials; Asphalt, Aggregate, Cold Mix, Hot Mix, Pit Run Gravel, Lime, Cement, and Concrete. 



  4. Agenda #2c - Mountain Creek Ranch

    • MINUTE ORDER #023/06:  After due discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court unanimously approved certain roads in Mountain Creek Ranch Subdivision for maintenance as gravel roads in accordance with the Policy Letter approved June 14, 2004. 



  5. Agenda #3 - Personnel

    • MINUTE ORDER #024/06:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.  



  6. Agenda #4 - Lever Voting Machines

    • MINUTE ORDER #025/06:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved to donate one machine to the Bell County Museum, and authorized the remaining machines to be sold by auction, sealed bid, or both. 



  7. Agenda #5 - Annual Report of Bell County Museum

    • MINUTE ORDER #026/06:  Stephanie Turnham, Director of the Bell County Museum, gave the annual report for 2005. 



  8. Agenda #6 - City of Harker Heights

    • MINUTE ORDER #027/06:  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved the lease agreement between Bell County and the City of Harker Heights for Bell County to construct and affix a communications transmission tower for use by the Bell County Communications Center upon a water storage tank owned by the City of Harker Heights.   



  9. Agenda #7 - Auctioneering Services

    • MINUTE ORDER #028/06:  After due discussion, upon motion of COMMISSIONER LANGE, seconded by COMMISSIONER BROWN, the Court unanimously approved for the County Auditor to advertise for bids for Auctioneering Services.  



  10. Agenda #8 - Extension of Lease Agreement

    • MINUTE ORDER #029/06:  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously approved extension of Lease Agreement between Bell County and Quincy A. Ellis, dba Ellis Properties, for office space for CSCD.  



  11. Agenda #9 - Insurance Consulting Contract

    • MINUTE ORDER #030/06:  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER LANGE, the Court unanimously approved the Insurance Consulting Contract with ABC Consulting of Temple.



  12. Agenda #10 - Statement of Work with SBI.Enteris

    • MINUTE ORDER #031/06:  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved the agreement and Statement of Work with SBI.Enteris for professional services and project management/subject matter services.  



  13. Agenda #11 - Contract for Furniture Systems

    • MINUTE ORDER #032/06:  After due discussion, upon motion of COMMISSIONER LANGE, seconded by COMMISSIONER CORTESE, the Court unanimously approved the amendment of Contract for Furniture Systems with Perry Office Plus under the Texas State Contract awarded on January 3, 2006 to reflect the correct amount. 



  14. Agenda #12 - HELP Center

    • MINUTE ORDER #033/06:  After due discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court unanimously approved the submission by the HELP Center for Phase XXIV TREF Funding. 



  15. Agenda #13 - Claims

    • MINUTE ORDER #034/06:  Judge Jon H. Burrows, County Judge, presented the claims for review to the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.  



             (The Court then went into workshop session to discuss those items on the workshop agenda with
              no action being taken on any item.)


              There being no further business, the meeting adjourned.
