AFTER proper posting of public notice, a copy of which is attached hereto, on this the 21st day of February, 2006, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #081/06:  It being nine a.m., Judge Jon H. Burrows, called the regular meeting of the Commissioner's Court to order and called to the Courts attention that they had received the minutes of February 13, 2006.  After due discussion, the minutes were approved as submitted.



  2. Agenda #2a - Traffic Control Devices

    • MINUTE ORDER #082/06: Richard Macchi, County Engineer presented for approval the following traffic control devices; Install STOP sign on Grandview Drive, and install YIELD sign at the intersection of 436 Spur at Dice Grove Road.  Judge Jon H. Burrows opened the topic for public hearing; with no statements from the public, the public hearing was then closed.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved to install the traffic control devices. 



  3. Agenda #2b - Plat for Wells Ranch Phase 4

    • MINUTE ORDER #083/06: After due discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER LANGE, the Court unanimously approved the preliminary plat Plat for Wells Ranch Phase 4, a 92-Lot, 92.695 Acre Subdivision in the E.T.J. of the City of Copperas Cove. 



  4. Agenda #3 - Personnel

    • MINUTE ORDER #084/06:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER LANGE, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.  



  5. Agenda #4 - Update on Burn Ban

    • MINUTE ORDER #085/06: Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHERthe Court unanimously approved to lift the Burn Ban and Emergency Order Concerning Burning, until further notice.  



  6. Agenda #5 - Bell County Child Welfare Board

    • MINUTE ORDER #086/06:  After due discussion, upon motion of COMMISSIONER LANGE, seconded by COMMISSIONER BROWNthe Court unanimously approved the appointment of Clara Sanchez of Belton and Tom Mills of Belton to the Bell County Child Welfare Board.



  7. Agenda #6 - Victim Services Representative

    • MINUTE ORDER #087/06:  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved the appointment of Nicolas Serna to the CTCOG Criminal Justice Advisory Board as a Victim Services Representative. 



  8. Agenda #7 - Interlocal Agreement

    • MINUTE ORDER #088/06:  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER LANGE, the Court unanimously approved the Interlocal Agreement between County of Bell, City of Killeen, and City of Temple for 2006 Byrne Justice Assistance Grant Program Award. 



  9. Agenda #8 - Change Order #3

    • MINUTE ORDER #089/06:  After due discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court unanimously approved Architect's Change Order #3 for Killeen Annex Project. 



  10. Agenda #9 - Claims

    • MINUTE ORDER #090/06:  Judge Jon H. Burrows, County Judge, presented the claims for review to the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.  



      (The Court then went into workshop session to discuss those items on the workshop agenda with
       no action being taken on any item.)



      There being no further business, the meeting adjourned.
