AFTER proper posting of public notice, a copy of which is attached hereto, on this the 27th day of February, 2006, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #092/06:  It being nine a.m., Judge Jon H. Burrows, called the regular meeting of the Commissioner's Court to order and called to the Courts attention that they had received the minutes of February 21, 2006.  After due discussion, the minutes were approved as submitted.



  2. Agenda #2a - 2006 Annual Work Plan

    • MINUTE ORDER #093/06: After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved the 2006 Annual Work Plan. 



  3. Agenda #2b - Letter of Credit No. 538

    • MINUTE ORDER #094/06: After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER LANGE, the Court unanimously approved the acceptance of Letter of Credit No. 538 in the amount of $12,500.00, from First State Bank Central Texas for the maintenance of improvements in Mill Creek Springs Phase V. 



  4. Agenda #3 - Personnel

    • MINUTE ORDER #095/06:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.  



      (At this time, Commissioner Tim Brown presented a Proclamation, Proclaiming Monday, February 27, 2006 Bill Bartlett Day in Bell County.  This together with the Citizens of Salado, as they join in the celebration of the 75th birthday of one of its most distinguished residents.)



  5. Agenda #4 - Burn Ban

    • MINUTE ORDER #096/06: Steve Casey, Bell County Fire Marshal, requested to reinstate the Burn Ban Order and Emergency Order Concerning Burning.  After due discussion, upon motion of COMMISSIONER LANGE, seconded by COMMISSIONER BROWNthe Court unanimously approved to renew the 30 day extension of the burn ban and plans to revisit this topic every Monday.   



  6. Agenda #5 - Victims of Crime Act (VOCA)

    • MINUTE ORDER #097/06:  District Attorney, Henry Garza presented for approval the submission of grant request for Victims of Crime Act (VOCA) funding for FY 2006-2007.  After due discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER LANGEthe Court gave unanimous approval of submission of grant request for VOCA funding for FY 2006-2007 to continue existing grant funding supporting Victims Witness coordinators in the District Attorney's Office. 



  7. Agenda #6 - Health Care Reimbursement Services

    • MINUTE ORDER #098/06:  Rita Kelley, with Bell County Indigent Health Care, presented for approval the renewal of contract with HCRS for tracking and follow-up on SSI appellants and assistance in obtaining reimbursements.  After due discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court unanimously approved to renew contract with HCRS. 



  8. Agenda #7 - Clearwater Underground Water

    • MINUTE ORDER #099/06:  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER LANGE, the Court unanimously approved the agreement with Clearwater Underground Water District for Bell County to provide election services. 



  9. Agenda #8 - Claims

    • MINUTE ORDER #100/06:  Judge Jon H. Burrows, County Judge, presented the claims for review to the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.  



      There being no further business, the meeting adjourned.
