Agenda #1 - Minutes
- MINUTE ORDER #146/06: It being nine a.m., Judge
Jon H. Burrows, called the regular meeting of the Commissioner's
Court to order and called to the Courts attention that they had received
the minutes of March 27, 2006. After due discussion, the minutes
were approved as presented.
Agenda #2 - Cedar Knob Estates
- MINUTE ORDER #147/06: After due discussion, upon motion of
COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the
Court unanimously approved for county maintenance on the roads in Cedar
Knob Estates on Pirtle Drive and Jewel Lane.
Agenda #3 - Personnel
- MINUTE ORDER #148/06: Upon motion of
COMMISSIONER CORTESE, seconded by COMMISSIONER LANGE, the
Court unanimously approved all employee status report forms, the same
being attached hereto and made a part of these minutes.
Agenda #4 - Appointment of Bill Holmes
- MINUTE ORDER #149/06: After due discussion, upon motion of
COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the
Court unanimously approved to appoint Bill Holmes of Belton as Bell
County's representative on the Board of the Tax Appraisal District of Bell
County, and accepted Brent Whitis' resignation.
Agenda #5 - Hill Country Transit
- MINUTE ORDER #150/06: After due discussion, upon motion of COMMISSIONER
LANGE, seconded by COMMISSIONER FISHER, the Court
unanimously approved to reappoint Judge Jon H. Burrows to the Board of the
Hill Country Transit District effective April 28, 2006.
Agenda #6 - Canvass of the City of Belton Local Option
Petition
- MINUTE ORDER #151/06: Sharon Long, Tax
Assessor-Collector, presented the canvass of signatures of the Local Option
Petition filed on March 3, 2006. After due discussion, upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER LANGE, the Court unanimously approved
the Canvass, and will set the election for the "legal sale of mixed
beverages in restaurants by food and beverage certificate holders only"
for those voters who resided within the City of Belton on November 7,
2006.
Agenda #7 - Interlocal Agreement
- MINUTE ORDER #152/06: Sharon Long, Tax
Assessor-Collector presented for approval an Interlocal Agreement between
Bell County and the City of Killeen authorizing the City of Killeen to use
Bell County software and fiber optic network to process, access, and
maintain records regarding early voting for a fee of $1,200.00 to be paid
by the City of Killeen. After due discussion, upon motion of
COMMISSIONER FISHER, seconded by COMMISSIONER BROWN,
the Court
unanimously approved the Interlocal Agreement.
Agenda #8 - ATM Machine for Temple Annex
- MINUTE ORDER #153/06: After due discussion, upon motion of
COMMISSIONER LANGE, seconded by COMMISSIONER CORTESE, the
Court unanimously approved to award the bid from CORD Financial Services
for one year with an option to renew for up to three years for the use of
an ATM machine at the Temple Annex.
Agenda #9 - Bids for Two 3/4-Ton Pickups
- MINUTE ORDER #154/06: Russell Williams, Assistant
County Auditor, presented for consideration the authorization to advertise
for bids for two 3/4-ton pickups for Building and Grounds
Department. After due discussion, upon motion of
COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the
Court unanimously approved for the County Auditor to advertise for
bids.
Agenda #10 - FY 2005 Annual Audit Report
- MINUTE ORDER #155/06: Lisa McKinnon, partner for
Brockway, Gersbach, McKinnon & Niemeier, PC., presented the Court with
the FY 2005 Annual Audit Report. After due discussion, upon motion of
COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the
Court unanimously approved the FY 2005 Annual Audit Report.
Agenda #11 & 12 - Government Finance Officers
Association Award & Auditor Staff Recognition
- MINUTE ORDER #156/06: Judge Jon H. Burrows presented
Donna Eakin, County Auditor with the Government Finance Officers
Association Award for Bell County's Comprehensive Annual Financial Report
for the Fiscal Year ended September 30, 2004. This is Bell County's
25th consecutive year to receive the award. Retired County Auditor
Bert Liles was present and he has been a part of the past 25 years.
Donna Eakin recognized her staff of the following members that were
present, Deborah Brown, Christine Malhosky, Denise Fiebig, Connie Priddy,
Karen Morse, Tina Entrop, Russell Williams, Janey Heath, Rhonda
Montgomery, and she thanked the Treasurers Office, and Commissioners' and
County Judge.
Agenda #13 & 14 - Reports from Bell County Sheriff
Dan Smith
- MINUTE ORDER #157/06: Bell County Sheriff Dan Smith
along with Bob Patterson, Jail Administrator presented the report on the
results of the inspection of the Bell County Jail by the Texas Commission
on Jail Standards. This is the 20th consecutive year to achieve this
certification. Smith expressed his concerns on the current jail
population and overcrowding. After due discussion, upon motion of COMMISSIONER
FISHER, seconded by COMMISSIONER CORTESE, the
Court unanimously approved both presentations.
Agenda #15 - Interlocal Agreement with Milam County
- MINUTE ORDER #158/06: After due discussion, upon motion of
COMMISSIONER CORTESE, seconded by COMMISSIONER LANGE, the
Court unanimously approved to enter into an Interlocal Agreement with
Milam County to lease jail space for Bell County prisoners and approval of
budget amendment.
Agenda #16 - Bell County Communications Center
- MINUTE ORDER #159/06: Judge Jon H. Burrows
recognized the Bell County Communications Center and its Director Dalton
Cross for an article in the County Issues Magazine dated March 24,
2006. The article was entitled Bell County Communication Center, A
Model to Call Upon. After due discussion, upon motion of COMMISSIONER
LANGE, seconded by COMMISSIONER CORTESE, the
Court unanimously approved the recognition.
Agenda #17 - Claims
- MINUTE ORDER #160/06: Judge Jon H. Burrows, County
Judge, presented the claims for review to the Court. After proper
review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously approved all such claims. All
according to a copy of the same being of record in the office of the
County Auditor.
(The Court then went into workshop session to discuss those items on
the workshop agenda with
no action being taken on any item.)
There being no further business, the meeting
adjourned.
