April 25, 2006


AFTER proper posting of public notice, a copy of which is attached hereto, on this the 25th day of April, 2006, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #183/06:  It being nine a.m., Judge Jon H. Burrows, called the regular meeting of the Commissioner's Court to order and called to the Courts attention that they had received the minutes of April 17, 2006.  After due discussion, the minutes were approved as presented.



  2. Agenda #2a - County Engineer

    • MINUTE ORDER #184/06:  There were no items for discussion at this time. 



  3. Agenda #3 - Personnel

    • MINUTE ORDER #185/06:  Upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER LANGE, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.  



  4. Agenda #4 - Bell County Cooperative Extension Volunteer Hall of Fame

    • MINUTE ORDER #186/06:  Dirk Aaron, with the Bell County Cooperative Extension Office presented the volunteers whom shall be inducted in the Bell County Cooperative Extension Volunteer Hall of Fame.  The volunteers are as follows:  Dr. John Curtis, Joyce Cooper, B.B. Shaw, Bill Winkler, Anthony Austin, Barbara Wood, Mitchell Davis, Deborah Martin, Sandy Street, Willie B. Black, Melissa Carter, Harold Carter, Donna Charnock, Emily Dossey, and Lanelle Lesikar.  The volunteers are from such organizations as Bell County Youth Fair, Family & Consumer Science, Bell County Master Gardeners, and many others.  Judge Jon H. Burrows, and the Commissioners' expressed their application to the volunteers, and how there are many things that wouldn't be possible without them.  



  5. Agenda #5 - Symbolic Check

    • MINUTE ORDER #187/06:  Dirk Aaron, from the Bell County Cooperative Extension Office presented a check in the amount of $810,000.00, which represented the hours and value of volunteer work by the individuals supporting Extension Education and Outreach for Bell County.  



  6. Agenda #6 - Canvass from the 2006 Primary Run-off

    • MINUTE ORDER #188/06:  Lindsay Clark, Bell County Election Clerk, presented the Canvass report of the Democrat and Republican party results from the April 11, 2006 Primary Run-Off .  The Republican Party had 4,710 voters while the Democratic Party had 443 voters.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved to accept the April 11, 2006 Primary Run-Off Canvass. 



  7. Agenda #7 - Bell County Investment Policy

    • MINUTE ORDER #189/06:  Charles Jones, County Treasurer, presented the annual Bell County Investment Policy, stating there have been no major changes.  After due discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously approved the annual Bell County Investment Policy. 



  8. Agenda #8 - EZ Access

    • MINUTE ORDER #190/06: Donna Eakin, County Auditor, presented for approval the contract with EZ Access for Bell County credit card services.  Mark Kenneth with FusionBridge spoke of the Pros and Cons of using credit cards services.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously approved to contract with EZ Access for credit card services. 



  9. Agenda #9 - 3/4 Ton Pickups

    • MINUTE ORDER #191/06:  Russell Williams, Bell County Assistant Auditor, presented two bids for two new 3/4 ton pickups.  Of the bids, John McClaren Chevrolet gave a bid of $31,347.76.  After due discussion, upon motion of COMMISSIONER LANGE, seconded by COMMISSIONER BROWNthe Court unanimously approved the bid from John McClaren Chevrolet. 



  10. Agenda #10 - Claims

    • MINUTE ORDER #192/06:   Judge Jon H. Burrows, County Judge, presented the claims for review to the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.  


            (The Court then went into workshop session to discuss those items on the workshop agenda with
             no action being taken on any item.)



            There being no further business, the meeting adjourned.
