AFTER proper posting of public notice, a copy of which is attached hereto, on this the 24th day of July, 2006, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Memory of Jim D. Bowmer

    • MINUTE ORDER #292/06:  Judge Burrows asked for a moment of silence in the memory of Jim D. Bowmer, Bell County Attorney from July 1, 1946 to August 18, 1947 and private attorney and councilor to Bell County for over six decades.  Mr. Bowmer died on July 20, 2006.  Judge Burrows also requested for all flags to be flown at half masts. 



  2. Agenda #2 - Minutes

    • MINUTE ORDER #293/06:  It being nine a.m., Judge Jon H. Burrows, called the regular meeting of the Commissioner's Court to order and called to the Courts attention that they had received the minutes of July 17, 2006 and July 18, 2006.  After due discussion, the minutes were approved as corrected. 
               



  3. Agenda #3a - Plat for The Creeks of Salado

    • MINUTE ORDER #294/06:  County Engineer, Richard Macchi, presented for preliminary approval the plat for The Creeks of Salado, Phase I, a 36-Lot, 101.19 acre privately-maintained road subdivision off of Sulfur Wells Road.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved this matter. 



  4. Agenda #3b - Hydro Mulching

    • MINUTE ORDER #295/06:  County Engineer, Richard Macchi, presented for approval to be authorized to advertise for bids for the Hydro Mulching of County right of ways in new construction projects.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved for the County Engineer to advertise for bids.



  5. Agenda #4 - Personnel

    • MINUTE ORDER #296/06:  Upon motion of COMMISSIONER LANGE, seconded by COMMISSIONER BROWN, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.  



  6. Agenda #5 - Natural Resource Position

    • MINUTE ORDER #297/06:  Dirk Aaron, with the Bell County office of the Texas Cooperative Extension presented Ron Wooley, District Extension Administrator, in turn presented Randall Rakowitz, candidate for Natural Resources position in the Bell County office of the Texas Cooperative Extension.  After due discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court gave unanimous approval.



  7. Agenda #6 - Burn Ban

    • MINUTE ORDER #298/06:  Steve Casey, Bell County Fire Marshall presented the matter to implement a burn ban.  Upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER LANGE, the Court unanimously approved to implement a 30 day Burn Ban beginning Wednesday, July 26, 2006 at 7:00 a.m.  This stands true unless the restrictions are terminated earlier based on a determination made by this Commissioners Court that the circumstances creating a public safety no longer exist.  The County Judge is authorized to administratively lift the ban for up to seventy-two hours upon his determination that circumstances warrant such action.  



  8. Agenda #7 - Change Order No. 5

    • MINUTE ORDER #299/06:  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously approved Change Order No. 5 for the Bell County Museum/Guffy Building Renovation, in the amount of a $10,151.00 decrease. 



  9. Agenda #8 - Change Order No. 8

    • MINUTE ORDER #300/06:    After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved Change Order No. 8 for the new Bell County District Courthouse, with no change in the Guaranteed Maximum Price. 



  10. Agenda #9 - Claims

    • MINUTE ORDER #301/06:   Judge Jon H. Burrows, presented the claims for review to the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.  


               (The Court then went into workshop session to discuss those items on the workshop agenda with
                 no action being taken on any item.)



                There being no further business, the meeting adjourned.
