Agenda #1 - Proclamation honoring Jim D. Bowmer
- MINUTE ORDER #328/06: Judge Burrows spoke in
the memory of Jim D. Bowmer, prominent Texas lawyer and former Bell County
Attorney. J. Brown, representative for Senator Troy Fraser read the
senate proclamation #810. Diane White Delisi, presented legislation
from the Texas House.
Agenda #2 - Minutes
- MINUTE ORDER #329/06: It being nine a.m., Judge
Jon H. Burrows, called the regular meeting of the Commissioners' Court
to order and called to the Courts attention that they had received the
minutes of August 14, 2006. After due discussion,
the minutes were tabled until Monday, August 28, 2006.
Agenda #3a - Delwood Street
- MINUTE ORDER #330/06: County Engineer, Richard
Macchi presented for approval county maintenance of Delwood Street,
Sherwood Shores VI, in accordance with the Policy Letter of June 14, 2004
and adding this project to the work plan. After due discussion, upon
motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER,
the Court unanimously approved this matter.
Agenda #3b - HFRS-2 & AE-P
- MINUTE ORDER #331/06: County Engineer, Richard
Macchi presented for approval the proposed increase in the cost of
HFRS-2 and Asphalt Emulsified Prime (AE-P) in contract extension with
SemMaterials, L.P. After due discussion, upon motion of COMMISSIONER
LANGE, seconded by COMMISSIONER CORTESE, the
Court unanimously approved this matter.
Agenda #3c - Results of Bid for 2 Mack Trucks
- MINUTE ORDER #332/06: County Engineer, Richard
Macchi presented for approval the results of the bid for 2 Mack
Trucks. Bids were opened on August 15, 2006, no bids were
received. After due discussion, upon motion of COMMISSIONER
FISHER, seconded by COMMISSIONER LANGE, the
Court unanimously approved to initiate the processes for selling the 2
units back to East Texas Mack and purchasing 2 other units off of the
State Buy Board.
Agenda #4 - Personnel
- MINUTE ORDER #333/06: Upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER LANGE, the
Court unanimously approved all employee status report forms, the same
being attached hereto and made a part of these minutes.
Agenda #5 - Burn Ban
- MINUTE ORDER #334/06: Steve Casey, Bell County
Fire Marshall presented
the matter of continuing with the Burn Ban. After due discussion,
upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER
FISHER, the Court unanimously approved to continue the Burn Ban
beginning August 25, 2006 for 30 days.
Agenda #6 - Contract for Election Services & Fees
- MINUTE ORDER #335/06: After due discussion, upon motion
of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the
Court unanimously approved the Contract for Election Services, the
Schedule of Fees and the contracting with other entities to conduct
elections.
Agenda #7 - Order of November 7, 2006 General Election
- MINUTE ORDER #336/06: Jon H. Burrows, County
Judge presented and signed the order of the general election for
Tuesday, November 7, 2006, pursuant to Section 3 of the Texas Election
Code.
Agenda #8 - W.C.I.D. #5
- MINUTE ORDER #337/06:
After due discussion, upon motion of COMMISSIONER LANGE, seconded by COMMISSIONER
CORTESE, the
Court unanimously approved the Resolution authorizing submission of
2007/2008 Texas Community Development Program Application on behalf of
Bell County W.C.I.D. #5.
Agenda #9 - Installation of Fiber
- MINUTE ORDER #338/06: After due discussion, upon motion of
COMMISSIONER LANGE, seconded by COMMISSIONER CORTESE, the
Court unanimously approved to advertise for bids of the installation of
fiber at 200 W. Avenue G, the former Texell building in Temple.
Agenda #10 - Tax Abatement Agreement
- MINUTE ORDER #339/06: After due discussion,
upon motion of COMMISSIONER LANGE, seconded by COMMISSIONER
CORTESE, the
Court unanimously approved the resolution authorizing a Tax Abatement
Agreement with McLane Advanced Technologies, LLC and McLane Group,
LP. This agreement has also been approved by the City of
Temple.
Agenda #11 - Interlocal Mutual Aid Agreement
- MINUTE ORDER #340/06: After due discussion, upon motion of COMMISSIONER
CORTESE, seconded by COMMISSIONER FISHER, the
Court unanimously approved the Interlocal Mutual Aid Agreement for Fire
Services and Interlocal Mutual Aid Agreement for EMS Services
between Bell County and the Cities of Belton, Temple, Harker Heights,
Killeen, and Copperas Cove, pursuant to the Interlocal Cooperation Act of
the Texas Government Code, Section 791.001 et seq.
Agenda #12 - Governor's Criminal Justice Grant
- MINUTE ORDER #341/06: This item was tabled
at this time.
Agenda #13 - Governor's Criminal Justice Grant #13623-08
- MINUTE ORDER #342/06: This item was tabled
at this time.
Agenda #14 - Update on use of Credit Cards in Bell County
- MINUTE ORDER #343/06: Mark Kenneth, FusionBridge,
gave an update on the implementation of the use of credit cards in Bell
County. As of now all departments are up and running except the
District and County Clerk main offices. Attached hereto and made a
part of these minutes is the presentation covering these items.
Agenda #15 - Claims
- MINUTE ORDER #344/06: Judge Jon H. Burrows
presented the claims for review to the Court. After proper
review, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER
FISHER, the Court unanimously approved all such claims. All
according to a copy of the same being of record in the office of the
County Auditor.
(The Court then went into workshop session to discuss those items on
the workshop agenda with
no action being taken on any
item.)
