met in the Commissioners' Courtroom in Belton, Texas, in regular session with the

Agenda #1 - Interlocal Cooperation Agreement with
Limestone County
- MINUTE ORDER #345/06: Sheriff Dan Smith, presented
the Interlocal Cooperation Agreement with Limestone County for
approval. After due discussion, upon motion of COMMISSIONER
FISHER, seconded by COMMISSIONER LANGE, the Court unanimously
approved the Interlocal Agreement for housing and care of Bell County
inmates at a per diem rate of $42.00 per day and other provisions.
Agenda #2 - FY 2006-2007 Budget & Public Hearing
- MINUTE ORDER #346/06: Donna Eakin, County Auditor
introduced her staff from the Auditors office and commended them on their
assistance with the budget process. Those individuals being:
Tina Entrop, Christine Malhosky, Rhonda Montgomery, Debbie Brown, and
Russell Williams. Judge Jon H. Burrows, presented the FY
2006-2007 budget for Bell County and held a Public Hearing. The
Proposed 2006-2007 budget presentation being attached hereto and made a
part of these minutes. After discussion, Judge Burrows opened the
public hearing for questions or comments. David Hardy of Morgan's
Point expressed his concerns about the tax increase and proposed budget,
as did Phyllis Hardy, Denise Summers, and Victor Summers, all from
Morgan's Point.
Agenda #3 - Budget/Tax Rate Discussion & First
Public Hearing on Tax Rates
- MINUTE ORDER #347/06: Judge Jon H. Burrows and
the Commissioners discussed the budget further, and, in accordance
with the Texas Property Tax Code, also discussed the tax rates for Bell
County and Bell County Road District and held the first of two Public
Hearings on the tax rates. No one spoke on this matter, and the
public hearing was closed.
Agenda #4 - Announcement for Second Public Hearing on
the Tax Rates & Date for Budget Approval
- MINUTE ORDER #348/06: Judge Jon H. Burrows
announced the dates and times of the second public hearing on the tax
rates and approval of the budget:
September 1, 2006 at 9:00 a.m. in Commissioners Courtroom - second public
hearing on the tax rates.
September 11, 2006 at 9:00 a.m. in the Commissioners Courtroom - the
approval of the FY 2006-2007 budget for Bell County and the approval of
Bell County's and Bell County Road District's Tax Rates for FY
2006-2007.
Agenda #5 - Minutes
- MINUTE ORDER #349/06: Judge Jon H. Burrows, called
the meeting back to order after a short break and called to the Court
attention the fact that they had received the minutes of August 14, and
August 21, 2006. After due discussion, the minutes were approved as
submitted.
Agenda #6 - County Engineer - Ryan Addition
- MINUTE ORDER #350/06: Richard Macchi, County
Engineer, presented for final approval Replat #1 of Ryan Addition, a
Replat of Lots 4-12, in the E.T.J. of the City of Nolanville. After
due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER
FISHER, the
Court unanimously approved this matter.
Agenda #7 - Personnel
- MINUTE ORDER #351/06: Upon motion of COMMISSIONER
BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved
all employee status report forms, the same being attached hereto and made
a part of these minutes.
Agenda #8 - Re-Appointments to Board of MHMR
- MINUTE ORDER #352/06: After due discussion, upon motion
of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the
Court unanimously approved re-appointment of Louella H. Tate of Killeen
and Neal White of Salado to the Board of Central Counties MHMR.
Agenda #9 - Contact Addendum with Hill Country
Community Action Association, Inc.
- MINUTE ORDER #353/06: After due discussion, upon
motion of COMMISSIONER CORTESE, seconded by COMMISSIONER LANGE, the
Court unanimously approved the Contact Addendum between Bell County and
Hill Country Community Action Association, Inc. to extend current contract
under which Bell County furnishes Outreach and Referral Services.
Agenda #10 - Statement of Work with SBI Enteris
- MINUTE ORDER #354/06:
After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the
Court unanimously approved the Statement of Work between SBI Enteris, and
Bell County for the professional resources to aid Bell County in the
reimplementation of the interface functionality between the jail
Management System and Indigent Healthcare Solutions systems.
Agenda #11 - Claims
- MINUTE ORDER #355/06: Judge Jon H. Burrows
presented the claims for review to the Court. After proper
review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER
CORTESE, the Court unanimously approved all such claims. All
according to a copy of the same being of record in the office of the
County Auditor.
(The Court then went into workshop session to discuss those items on
the workshop agenda with
no action being taken on any
item.)

adjourned.
