AFTER proper posting of public notice, a copy of which is attached hereto, on
this the 1st day of September, 2006, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular session with the

Agenda #1 - Public Hearing on Tax Rates
- MINUTE ORDER #356/06: Judge Jon H. Burrows, opened
the second public hearing in accordance with the law governing such
matters. Steve Cook of Temple asked for an explanation of the cost
of building the new jail now as opposed to three years ago.
Commissioner Tim Brown responded that had we moved forward three years ago
it would have saved the County money, as the rates were lower then, also
that the entire County complex would have been built. With no other
speakers, the public hearing was closed.
Agenda #2 - Announcement of the date and time of the
vote for FY 2006-2007 Budget and Tax Rates
- MINUTE ORDER #357/06: Judge Jon H. Burrows,
announced that on September 11, 2006 at 9:00 a.m. in the Commissioners
Courtroom will be the approval of the FY 2006-2007 Bell County Budget and
the Bell County and Bell County Road District's Tax Rates.
Agenda #3 - Selection of Construction Manager
- MINUTE ORDER #358/06: After
due discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER
BROWN, the
Court unanimously approved the selection of Skanska USA as the
Construction Manager at Risk for the Jail Addition Project and authorizing
the negotiation of a contract for those services.
Agenda #4 - Bell County HELP Center
- MINUTE ORDER #359/06: After due discussion, upon motion of COMMISSIONER
LANGE, seconded by COMMISSIONER CORTESE, the Court unanimously approved
the use of $10,000.00 in budgeted funds for the Bell County HELP Centers
as matching funds for a 6:1 match with funds provided by TXU to provide
assistance to eligible applicants in making electric utility
payments. Judy Morales, with the Bell County HELP Center expressed
her appreciation to the Court for this approval.
Agenda #5 - Emergency Light Bar
- MINUTE ORDER #360/06: After due discussion, upon motion
of COMMISSIONER LANGE, seconded by COMMISSIONER CORTESE, the
Court unanimously approved the donation of an emergency light bar to the
Moffat Volunteer Fire Department for use on their brush tanker and
approved the determination that the light bar is no longer needed in the
Road & Bridge Department.

adjourned.
