AFTER proper posting of public notice, a copy of which is attached hereto, on this the 10th day of October, 2006, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #436/06:  Judge Jon H. Burrows, called to the Courts attention the fact that they had received the minutes of October 02, 2006.  After due discussion, the minutes were approved as submitted.



  2. Agenda #2a - Bunny Trail

    • MINUTE ORDER #437/06:  Judge Jon H. Burrows presented for approval the abandonment/vacation of a portion of Bunny Trail.  Judge opened the public hearing on this issue for discussion.  Joyce Reavis spoke her opinion in favor of the closing.  Hearing no others speak, the pubic hearing was closed.  After due discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court unanimously approved this matter.           



  3. Agenda #2b - Liberty Oaks Phase I

    • MINUTE ORDER #438/06:  Richard Macchi, County Engineer, presented for acceptance cashier's check No. 4867927003, Compass Bank, in the amount of $1,512.65 for maintenance of improvements on Liberty Oaks Phase I.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved this matter.



  4. Agenda #2c - Motor Grader

    • MINUTE ORDER #439/06:  Richard Macchi, County Engineer, presented for approval the awarding of bid for the purchase of a 90" Motor Grader Attachable Roller/Packer.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously approved the bid to Handi Hitch in the amount of $18,491.60. 



  5. Agenda #2d - Sale of four Motor Graders

    • MINUTE ORDER #440/06:  Richard Macchi, County Engineer, presented for consideration the sale of four Motor Graders for bids that were opened on October 3, 2006.  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER LANGE, the Court unanimously approved to sell the four motor graders to Holt Cat in the amount of $162,250.00 each.   



  6. Agenda #3 - Personnel

    • MINUTE ORDER #441/06:  Upon motion of COMMISSIONER LANGE, seconded by COMMISSIONER CORTESE, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.  



  7. Agenda #4 - Current Jail Status

    • MINUTE ORDER #442/06:  Bell County Sheriff Dan Smith spoke about the current status of the Jail overcrowding.  At this time, the jail has 820 occupants with some of the inmates being sent to Milam, Cameron, and Limestone Counties.  He spoke of the importance with being so overcrowded they have to take extra steps for safety of both the inmates and employees.    


       
  8. Agenda #5 - Appointment of Margaret Harris and James Kanzenbach

    • MINUTE ORDER #443/06:  After due discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER CORTESE, the Court unanimously gave approval and ratification of the appointments of Margaret Harris of Hamilton County and James Kanzenbach of Coryell County, for two year terms on the Board of Trustees for Central Counties MHMR Center. 


  9. Agenda #6 - Appointment of Bell County Bail Bond Board Replacement

    • MINUTE ORDER #444/06:  After due discussion, upon motion of COMMISSIONER LANGE, seconded by COMMISSIONER CORTESE, the Court unanimously approved the appointment of County Court-at-Law #3 Judge Gerald Brown to serve on the Bell County Bail Bond Board to replace County Court-at-Law #2 Judge John Barina whose term expired.    



  10. Agenda #7 - Change of Polling Location

    • MINUTE ORDER #445/06:  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER FISHER, the Court unanimously ratified and approved the change of Precinct Voting locations and appropriate submission to Department of Justice for 2006 Elections for the following Precinct: 209, from Fire Station #2, 3207 Stillhouse Lake Road to St. Paul Chong Hasang Catholic Church, 1000 E. FM 2410, Harker Heights, Bell County, Texas.  



  11. Agenda #8 - Bell County Justice Center/District Courts Complex

    • MINUTE ORDER #446/06:   After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER LANGE, the Court unanimously approved to set October 21, 2006 from 3:00pm until 5:00pm for Open House and Dedication of the new Bell County Justice Center/District Courts Complex.



  12. Agenda #9 - Security Camera

    • MINUTE ORDER #447/06:  After due discussion, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER LANGE, the Court unanimously approved to award bid for a security camera system for the Juvenile Detention Center to Computel.



  13. Agenda #10 - Advertise for Bids

    • MINUTE ORDER #448/06:  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER LANGE, the Court unanimously approved to authorize the County Auditor to advertise for bids for vehicles for the following offices:
              a.  Sheriff's Office
                  1.  15 Patrol Cars
                  2.  1 One-half Ton Pickup or 2 small size pickups
                  3.  1 Transport Van
                  4.  3 Program Sedans
              b.  Juvenile Probation
                  1.  1 Four Door Sedan
              c.  Constable, Pct. 4
                  1.  1 Patrol Car
              d.  Information Systems
                  1.  1 Mini-Van
              e.  Building & Grounds
                  1.  4 Three-quarter Ton Pickups
                  2.  1 One Ton Pickup
                  3.  1 Cargo Van
              f.  Fire Marshall
                  1.  1 Sport Utility Vehicle
              g.  Road & Bridge
                  1.  3 One-half Ton Pickups



  14. Agenda #11 - Claims

    • MINUTE ORDER #449/06:  Judge Jon H. Burrows presented the claims for review to the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor. 




                There being no further business, the meeting adjourned.
