AFTER proper posting of public notice, a copy of which is attached hereto, on this the 30th day of October, 2006, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #469/06:  Judge Jon H. Burrows, called to the Courts attention the fact that they had received the minutes of October 23, 2006.  After due discussion, the minutes were approved as submitted.



  2. Agenda #2a - Public Hearing and Approval of Traffic Control Devices

    • MINUTE ORDER #470/06:  Richard Macchi, County Engineer presented for approval the following traffic control devices;
              1.  Install 30 MPH speed limit on West Cliff Road.
              2.  Install 30 MPH speed limit on Spring Meadow Lane, Spring Meadow Subdivision.
              3.  Install 40 MPH speed limit on Solana Ranch Road from Prairie Dell Church Road to the Williamson
                   County Line.
              4.  Install 35 MPH speed limit on Southerland Road from Vaughn Road to Moody Road.
              5.  Install 30 MPH speed limit on Southshore Drive, South View Drive, and South Bend Drive, Southshore
                   Subdivision.
      Judge Burrows opened the public hearing for comments on the above mentioned items, with no comments made, the public hearing was closed.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved this matter.



  3. Agenda #2b - Letter of Credit No. 483

    • MINUTE ORDER #471/06:  Richard Macchi, County Engineer presented for approval Letter of Credit No. 483, First State Bank, Killeen, in the amount of $2,600.00 for maintenance of improvements in Walnut Creek, Phase 6 and releasing Letter of Credit No. 458 and 463 in the amount of $18,000.00.  After due discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER LANGE, the Court unanimously approved this matter.



  4. Agenda #2c - Plat for Walnut Creek

    • MINUTE ORDER #472/06:  Richard Macchi, County Engineer presented for approval the plat Walnut Creek, Phase 7, a 20-Lot, 41.36 Acre Development off of FM 2670 in the E.T.J. of the City of Killeen, and to accept Letter of Credit No. 482, First Texas Bank, Killeen, in the amount of $13,750.00 for maintenance of the improvements.  After due discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court unanimously approved this matter.



  5. Agenda #2d - Plat for Chaparral West

    • MINUTE ORDER #473/06:  Richard Macchi, County Engineer presented for approval the plat for Chaparral West, Phase 4, a 51-Lot, 34.505 Acre Development off of Chaparral, in the E.T.J. of the City of Killeen and to accept Letter of Credit No. S28190T, Compass Bank, Houston, Texas, in the amount of $25,000.00 for maintenance and improvements.  After due discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER BROWN, the Court unanimously approved this matter.



  6. Agenda #2e - Plat for Camden Est.

    • MINUTE ORDER #474/06:  Richard Macchi, County Engineer, presented for approval the Plat for Camden Est., a 1-Lot, 1 Block, 8.42 Acre Development, at the corner of Link and Donahoe.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER LANGE, the Court unanimously approved this matter.



  7. Agenda #3 - Personnel

    • MINUTE ORDER #475/06:  Upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.



  8. Agenda #4 - Child Safety Fee Allocations

    • MINUTE ORDER #476/06:  Sharon Long, Tax Assessor/Collector, presented for approval the Child Safety Fee Allocations to Bell County and Bell County Cities for fees collected from October 1, 2005 through September 30, 2006.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER FISHER, the Court unanimously approved this item.



  9. Agenda #5 - Jamil Construction

    • MINUTE ORDER #477/06:  Russell Williams, Assistant County Auditor presented the construction proposal from Jamil Construction for renovations at the North Annex in Belton and asked for approval of Budget Amendment.  After due discussion, upon motion by COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved the proposal and budget amendment.



  10. Agenda #6 - Transporting of Bodies

    • MINUTE ORDER #478/06:  Russell Williams, Assistant County Auditor presented the bids received for the Transporting of Bodies for Autopsies and First Call Services.  After due discussion, upon motion of COMMISSIONER CORTESE, seconded by COMMISSIONER BROWN, the Court unanimously approved to award the bid to Temple Mortuary.



  11. Agenda #7 - National Safety Council

    • MINUTE ORDER #479/06:   Russell Williams, Assistant County Auditor presented for approval the annual membership in the National Safety Council to allow Bell County employees to complete Defensive Driving Courses online.  After due discussion, upon motion of COMMISSIONER FISHER, seconded by COMMISSIONER LANGE, the Court unanimously approved for Bell County employees to complete Defensive Driving Courses online with the cost not to exceed $1,500.00 plus $18.05 per person for up to 500 employees. 
       


  12. Agenda #8 - Claims

    • MINUTE ORDER #480/06:  Judge Jon H. Burrows presented the claims for review to the Court.  After proper review, upon motion of COMMISSIONER BROWN, seconded by COMMISSIONER CORTESE, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor. 




                There being no further business, the meeting adjourned.
