AFTER proper posting of public notice, a copy of which is attached hereto, on this the 18th day of December, 2006, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #532/06:  It being nine a.m., Judge Jon H. Burrows called the regular meeting of the Commissioners' Court to order and called to the Courts attention that they had received the minutes of December 11, 2006.  After due discussion, the minutes were approved as submitted.



  2. Agenda #2a - Garay Addition

    • MINUTE ORDER #533/06:  Richard Macchi, County Engineer, presented the Plat for Garay Addition, a One-Lot, 3.0 Acre Subdivision in the E.T.J. of the City of Temple.  After due discussion, upon motion of Commissioner Lange, seconded by Commissioner Cortese, the Court unanimously approved this matter.



  3. Agenda #2b - Leonard Hogan Survey

    • MINUTE ORDER #534/06:  Richard Macchi, County Engineer, presented for consideration a variance to the Bell County Subdivision Regulations for Mr. Woody Burgess for 12.312 acres in the Leonard Hogan Survey, Abstract 1262.  After due discussion, upon motion of Commissioner Brown, seconded by Commissioner Fisher, the Court unanimously approved this variance with attached restrictions.



  4. Agenda #2c - Advertise for Bids

    • MINUTE ORDER #535/06:  Richard Macchi, County Engineer, presented for consideration, authorizing the County Engineer to advertise for bids for a used spray-injection asphalt patching machine.  After due discussion, upon motion of Commissioner Cortese, seconded by Commissioner Lange, the Court unanimously approved this matter.



  5. Agenda #2d - Temple Park Estates

    • MINUTE ORDER #536/06:  Richard Macchi, County Engineer, presented for approval the abandoning/vacating the south five feet of a ten foot drainage easement on Lot 6, Block 10, of Temple Park Estates.  After due discussion, upon motion of Commissioner Cortese, seconded by Commissioner Brown, the Court unanimously approved this matter.



  6. Agenda #2e - Terra Bella

    • MINUTE ORDER #537/06:  Richard Macchi, County Engineer, presented for preliminary approval the Plat for Terra Bella, Phase II, a Nine-Lot, 14.679 Acre, Private-Road Subdivision off of Armstrong Road.  After due discussion, upon motion of Commissioner Brown, seconded by Commissioner Fisher, the Court unanimously approved this matter.



  7. Agenda #3 - Personnel

    • MINUTE ORDER #538/06:  Upon motion of Commissioner Brown, seconded by Commissioner Lange, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.



  8. Agenda #4 - Oath of Office Ceremony

    • MINUTE ORDER #539/06:  Judge Burrows announced the Oath of Office Ceremony for re-elected and newly elected  Bell County Officials at 9:00 a.m. on Tuesday, January 2, 2007 in the Commissioner Courtroom, with Third Court of Appeals Chief Justice Ken Law administering the Oaths of Office.



  9. Agenda #5 - Arrest Warrant Fee

    • MINUTE ORDER #540/06:  Donna Eakin, County Auditor, presented for approval to modify the Arrest Warrant Fee and Commitment Fee from An Order of the Bell County Commissioners' Court Establishing fees for Services by the Sheriff and Constables.  After due discussion, upon motion by Commissioner Lange, seconded by Commissioner Fisher, the Court unanimously approved these changes.  



  10. Agenda #6 - Order/Paupers Burial

    • MINUTE ORDER #541/06:  Rita Kelley, Director of Indigent Health Services, presented for approval the Bell County Indigent Cremation Policies, pursuant to Section 694.002 of the Health and Safety Code, of policy, procedures, and rules for disposition of the remains of a deceased pauper and adoption of an order authorizing cremation as the manner of disposition. After due discussion, upon motion by Commissioner Cortese, seconded by Commissioner Lange, the Court unanimously approved the authorization for cremation not to exceed $750.00 with the effective date of January 1, 2007.  With all documentation attached hereto and made a part of these minutes.   



  11. Agenda #7 - Change Order Number 1

    • MINUTE ORDER #542/06:  Judge Burrows presented for approval Change Order Number 1, on Sheriff's Office/Annex construction/renovation project.  After due discussion, upon motion by Commissioner Brown, seconded by Commissioner Fisher, the Court unanimously approved this matter.  



  12. Agenda #8 - Request for Qualifications

    • MINUTE ORDER #543/06:  Donna Eakin, County Auditor presented for approval the authorization to advertise for Request for Qualifications for technical services for Construction Projects. After due discussion, upon motion by Commissioner Brown, seconded by Commissioner Cortese, the Court unanimously approved this matter.  



  13. Agenda #9 - Final FY 2006 Budget Amendments

    • MINUTE ORDER #544/06:  Donna Eakin, County Auditor presented for approval the final FY 2006 Budget Amendments.  After due discussion, upon motion by Commissioner Cortese, seconded by Commissioner Fisher, the Court unanimously approved the FY 2006 Budget Amendments, all of which a copy is attached hereto and made a part of these minutes.   



  14. Agenda #10 - Claims

    • MINUTE ORDER #545/06:  Judge Burrows presented the claims for review to the Court.  After proper review, upon motion of Commissioner Brown, seconded by Commissioner Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor. 



      (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


               There being no further business, the meeting adjourned.
