AFTER proper posting of public notice, a copy of which is attached hereto, on this the 8th day of January, 2007, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #012/07:  Judge Jon H. Burrows called the regular meeting of the Commissioners' Court to order and called to the Courts attention that they had received the minutes of January 2, 2007.  After due discussion, the minutes were approved as submitted.



  2. Agenda #2a - Traffic Control Devices

    • MINUTE ORDER #013/07:  Richard Macchi, County Engineer presented for approval the following Traffic Control Devices:

      1.  Install 30 MPH speed limit on Bay Drive and Harbor Drive, Lakeaire Subdivision;
      2.  Install 35 MPH speed limit on Shanklin Lane;
      3.  Install 50 MPH speed limit on Blackberry Road from F.M. 2268 to Royal Street;
      4.  Install 45 MPH speed limit on Blackberry Road from Royal Street to 0.6 miles north;
      5.  Install 45 MPH speed limit on Blackberry Road from 0.4 miles south of Sulphur Wells Road to Sulphur Well Road;
      6.  Install 45 MPH speed limit on East Amity Road from Sulphur Wells Road to 0.1 miles west of entrance to Heritage Subdivision;
      7.  Install 50 MPH speed limit on E. Amity Road from IH-35 Service Road to 0.1 miles west of the entrance to Heritage Subdivision.

      Judge Jon Burrows opened the items for public hearing, after hearing none the public hearing was closed.  After due discussion, upon motion of Commissioner Brown, seconded by Commissioner Lange, the Court unanimously approved these traffic control devices.  



  3. Agenda #2b - Right of Way

    • MINUTE ORDER #014/07:  Richard Macchi, County Engineer, presented the Right of Way on East Hillyard Road for approval, after due discussion, upon motion of Commissioner Lange, seconded by Commissioner Fisher, the Court unanimously approved this matter. 



  4. Agenda #2c - Granting Variance

    • MINUTE ORDER #015/07:  Richard Macchi, County Engineer, presented for approval the variance to the Bell County Subdivision Regulations for Gerald and Delores Inman for the subdivision of property off of F.M. 2484, in the M.M. Mitchell and T.R. Branscum Surveys, A-1198 and A-147/  After due discussion, upon motion of  Commissioner Fisher, seconded by Commissioner Brown, the Court unanimously approved this matter. 



  5. Agenda #2d - Dove's Landing II

    • MINUTE ORDER #016/07:  Richard Macchi, County Engineer presented the Plat for Dove's Landing II, a One-Lot, 0.892 Acre Subdivision fronting on Royal Street.  After due discussion, upon motion of Commissioner Brown, seconded by Commissioner Fisher, the Court unanimously approved this matter. 



  6. Agenda #3 - Solid Waste Advisory Committee

    • MINUTE ORDER #017/07:  Judge Jon H. Burrows presented for consideration the appointment of Bell County representative to the Solid Waste Advisory Committee of the Central Texas Council of Governments.  After due discussion, upon motion of Commissioner Brown, seconded by Commissioner Lange, the Court unanimously approved to re-appoint Richard Macchi, County Engineer to the Solid Waste Advisory Committee. 


       
  7. Agenda #4 - Certificate of Appreciation

    • MINUTE ORDER #018/07:  Judy Morales, of the Bell County HELP Centers, along with Judge Jon H. Burrows presented Kim Campbell, of TXU Energy, with a Certificate of Appreciation for the $175,000.00 in donations and corporate matching funds given to the Temple and Killeen HELP Centers to assist needy families with utility expenses in 2006.  After due discussion, upon motion of Commissioner Fisher, seconded by Commissioner Brown, the Court unanimously approved this matter.




  8. Agenda #5 - Temporary Emergency Relief Funds

    • MINUTE ORDER #019/07:  Judy Morales, of the Bell County HELP Centers, presented for consideration to apply for Temporary Emergency Relief Funds from the Emergency Food & Shelter Nation Board for public assistance funds for the Centers.  After due discussion, upon motion of Commissioner Fisher, seconded by Commissioner Lange, the Court unanimously approved this matter. 



  9. Agenda #6 - Wilroy Pitrucha Award

    • MINUTE ORDER #020/07:  Henry Garza, District Attorney presented the Second Annual Wilroy Pitrucha Award to Sandra Hunt of the Killeen Police Department.  This award is for recognition of an outstanding detective or investigator in Bell County that has demonstrated excellence in criminal investigations.   After due discussion, upon motion of Commissioner Brown, seconded by Commissioner Fisher, the Court unanimously approved this matter.  



  10. Agenda #7 - Personnel

    • MINUTE ORDER 021/07:  Upon motion of Commissioner Fisher, seconded by Commissioner Lange, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.   



  11. Agenda #8 - Claims

    • MINUTE ORDER #022/07:  Judge Burrows presented the claims for review to the Court.  After proper review, upon motion of Commissioner Brown, seconded by Commissioner Fisher, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor. 



      (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


               There being no further business, the meeting adjourned.
