AFTER proper posting of public notice, a copy of which is attached hereto, on this the16th day of January, 2007, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #023/07:  It being nine a.m., Judge Jon H. Burrows called the regular meeting of the Commissioners' Court to order and waived the presentation of the minutes of January 8, 2007. 



  2. Agenda #2a - 2006 Annual Report

    • MINUTE ORDER #024/07:  County Engineer Richard Macchi gave a report for the major projects undertaken by the Road and Bridge Department in 2006.  Mr. Macchi reported the following to the Court:

        Total Activity - Seal Coat (mi) 98.7; Reconstruction (mi) 11.85; New Construction (mi) 9.0; Structures (ea) 2; Level-Up (ton) 8,360.

        Number of Miles for widening or edge patching are as follows:  Pct. 1, 8.9 miles; Pct. 2, 10.5 miles; Pct. 4, 5.4 miles.

        Number of feet of fence row pushed out along county roads are as follows:  Pct. 1, 14,780'; Pct. 3, 9,024'; Pct. 4 18,640'.


      Mr. Macchi reported that we primed and seal coated about 0.8 miles for the city of Troy; constructed the parking lot for the City of Belton Harris Community Center, and constructed the parking lot for the Killeen Armed Services YMCA Water Park facility in Harker Heights.  After due discussion, upon motion of Commissioner Cortese, seconded by Commissioner Fisher, the Court unanimously approved the 2006 Annual Report for Road and Bridge Department.  (A copy of such report is attached.)  



  3. Agenda #2b - Letter of Credit-Ranger's Promise Subdivision

    • MINUTE ORDER #025/07:  County Engineer Richard Macchi presented the matter to consider accepting Letter of Credit No. 586, in the amount of $10,000.00, from First State Bank Central Texas for improvements in Ranger's Promise Subdivision.  After due discussion, upon motion of Commissioner Brown, seconded by Commissioner Lange, the Court unanimously approved this matter. 



  4. Agenda #3 - Personnel

    • MINUTE ORDER #026/07:  Upon motion of  Commissioner Fisher, seconded by Commissioner Brown, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.  



  5. Agenda #4 - Introduction of 426th Judicial District Court

    • MINUTE ORDER #027/07:  Judge Rick Morris, of the 146th Judicial District recognized and introduced Fancy H. Jezek of Temple who was appointed by Governor Rick Perry as judge of the 426th Judicial District Court serving Bell County.  The 426th Judicial District Court is a new court for Bell County.  The Court congratulated and welcomed Judge Jezek. 



  6. Agenda #5 - 2006 Excellence in Construction Award

    • MINUTE ORDER #028/07:  Judge Burrows accepted a copy of the award received from Skanska Construction, USA representing the 2006 Excellence in Construction Award given to Skanska Construction and Wiginton Hooker Jeffry Architects by the Central Texas Chapter of Associated Builders & Contractors, Inc. for the Bell County Justice Center.   


       
  7. Agenda #6 - Update on Area Agency on Aging

    • MINUTE ORDER #029/07:   The Court received an update from Richard McGhee, Director of Central Texas Council of Governments Area Agency on Aging, on new initiatives and recently received awards and recognition, including the Johnson & Johnson/Rosalynn Carter Institute for Caregiving Grant.  The court congratulated Mr. McGhee and his staff for their hard work and for receiving the award.  (A copy of such report is attached hereto.)




  8. Agenda #7 - Interlocal Agreement - Hill Country Transit

    • MINUTE ORDER #030/07:  Judge Burrows presented the matter to consider approval of continuation of Interlocal Agreement with Hill Country Transit District for use by the District of the former Bell County Precinct 4 Barn area in Killeen.  After due discussion, upon motion of Commissioner Brown, seconded by Commissioner Fisher, the Court unanimously approved the continuation of the agreement for a 5 year term and 1 year automatic renewal at same term.  



  9. Agenda #8 - Change Order

    • MINUTE ORDER #031/07:  Judge Burrows presented the matter to consider approval of Change Order #002 with Skanska Construction Company with no change in Guaranteed Maximum Price.  After due discussion, upon motion of Commissioner Brown, seconded by Commissioner Cortese, the Court unanimously approved this matter.  



  10. Agenda #9 - Notice to Jamail Construction

    • MINUTE ORDER 032/07:  Judge Burrows presented the matter to consider approval of giving notice to Jamail Construction to proceed with preparation of drawings and specifications for the remodeling of the Road & Bridge personnel building.  After due discussion, upon motion of Commissioner Brown, seconded by Commissioner Cortese, the Court unanimously approved this matter.



  11. Agenda #10 - Claims

    • MINUTE ORDER #033/07:  Judge Burrows presented the claims for review to the Court.  After proper review, upon motion of Commissioner Brown, seconded by Commissioner Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor. 



      (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


               There being no further business, the meeting adjourned.
