AFTER proper posting of public notice, a copy of which is attached hereto, on this the 5th day of February, 2007, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #057/07:  It being nine a.m., Judge Jon H. Burrows called the regular meeting of the Commissioners' Court to order and declared a moment of silence in honor of former Bell County Commissioner R.L. Peters.  He then called to the Courts attention that the minutes of January 29, 2007, had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - Public Hearing

    • MINUTE ORDER #058/07:  Judge Jon H. Burrows opened the public hearing regarding approval of the following Traffic Control Devices:
          1.  Install 30 MPH speed limit on Rummel Road, Lakeside Hills Subdivision;
          2.  Install 40 MPH speed limit on Rabbit Road, from Stringtown Road to Beagle Road;
          3.  Install 35 MPH speed limit on Rose Lane, from the most southerly intersection with the IH-35 Service Road
           to Stinnett Mill Road.
      There being no public comment, after due discussion, upon motion by Commissioner Tim Brown, seconded by Commissioner Eddy Lange, the Court unanimously approved this matter.  



  3. Agenda #2b - Garry Smith Subdivision No. 1

    • MINUTE ORDER #059/07:  County Engineer Richard Macchi presented for approval the final plat for Garry Smith Subdivision No. 1, a four lot, 11.016 Acre Subdivision fronting onto FM 2601.  After due discussion, upon motion by Commissioner Eddy Lange, seconded by Commissioner Richard Cortese, the Court unanimously approved this matter.   



  4. Agenda #3 - Personnel

    • MINUTE ORDER #060/07:  Upon motion of Commissioner Tim Brown, seconded by Commissioner John Fisher, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.




  5. Agenda #4 - Emergency Management Coordinator

    • MINUTE ORDER #061/07:   After due discussion, upon motion by Commissioner Richard Cortese, seconded by Commissioner John Fisher, the Court unanimously approved a new position of Emergency Management Coordinator, separate from Fire Marshall position and the designation of duties/responsibilities with both positions reporting to the Commissioner's Court and appropriate budget amendment. 



  6. Agenda #5 - National Food Check-Out Week

    • MINUTE ORDER #062/07:  Judge Jon H. Burrows presented for approval, during the week of the Bell County Youth Fair, a Resolution honoring National Food Check-Out Week as February 4 - 10, 2007, and National Food Check-Out Day as February 6, 2007, which marks the day the average American will have earned enough income to pay for an entire year's food supply - it will take 37 days of income to pay for all the food the average American will eat in 2007, and acknowledge that American's spend 9.5 percent of their disposable income on food, which is the lowest rate the world over.  After due discussion, upon motion by Commissioner Richard Cortese, seconded by Commissioner Eddy Lange, the Court unanimously approved this matter. 



  7. Agenda #6 - Amendment to Bell County Jail Addition Contract

    • MINUTE ORDER #063/07:  After due discussion, upon motion by Commissioner Tim Brown, seconded by Commissioner Richard Cortese, the Court unanimously approved Amendment No. 1 to contract between Bell County, as Owner, and Skanska USA Building, Inc. as Construction Manager to set Guaranteed Maximum Price for construction of Bell County Jail Addition.     



  8. Agenda #7 - Notice to Proceed

    • MINUTE ORDER #064/07:  After due discussion, the matter of authorizing County Judge to give Notice to Proceed to Skanska USA Building, Inc. to begin construction of Bell County Jail Addition was tabled until a date is determined.



  9. Agenda #8 - Claims

    • MINUTE ORDER #065/07:  Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion of Commissioner Tim Brown, seconded by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.    



    • (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


               There being no further business, the meeting adjourned.
