AFTER proper posting of public notice, a copy of which is attached hereto, on this the 26th day of February, 2007, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #090/07:  It being nine a.m., Judge Jon H. Burrows called the regular meeting of the Commissioners' Court to order and called to the Courts attention that the minutes of February 20, 2007, had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - Walker Ridge

    • MINUTE ORDER #091/07:  County Engineer Richard Macchi presented  for Preliminary approval the Plat for Walker Ridge, Phase 3, a 13-Lot, 25.914 Acre Subdivision off of West Hillyard Road.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Tim Brown, the Court unanimously approved this matter. 



  3. Agenda #3a - Personnel

    • MINUTE ORDER #092/07:  County Judge Jon Burrows introduced Dennis Baker, former Regional Liaison Officer with the Emergency  Management Division of the Texas Department of Public Safety, as the Emergency Management Coordinator  of Bell County.  No action taken.



  4. Agenda #3b - Leadership Academy

    • MINUTE ORDER #093/07:   The selection and participation of County Judge Jon Burrows  was acknowledged and approved for the 2007 Leadership Academy of the V.G. Young Institute of County Government of Texas A&M University.  Upon motion of Commissioner John Fisher, second by Commissioner Tim Brown, the Court unanimously approved this matter and all employee status report forms, the same being attached hereto and made a part of these minutes. 



  5. Agenda #4 - Bell County HELP Center

    • MINUTE ORDER #094/07:  County Judge Jon Burrows presented for approval Bell County HELP Centers, Temple & Killeen, to apply for the 2007-08 CDBG applications to the City of Temple.  After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Eddy Lange, the Court unanimously approved this matter. 



  6. Agenda #5 - Bell County HELP Center

    • MINUTE ORDER #095/07:  County Judge Jon Burrows presented for approval the Bell County HELP Centers, Temple & Killeen, to submit local match funding request to TXU Corporation for utility assistance for HELP Center applications.  After due discussion, upon motion by Commissioner John Fisher, second by Commissioner Tim Brown, the Court unanimously approved this matter.       



  7. Agenda #6 - County Auction

    • MINUTE ORDER #096/07:  Upon motion by Commissioner Eddy Lange, second by Commissioner John Fisher, the Court unanimously approved April 21, 2007 as the date for the County Auction.          



  8. Agenda #7 - Kleinfelder

    • MINUTE ORDER #097/07:  County Judge Jon Burrows presented for approval Kleinfelder as the qualified laboratory testing company for the new Jail Addition and other County projects and authorize entering into negotiation for contract for services.  Upon motion by Commissioner Tim Brown, second by Commissioner John Fisher, the Court unanimously approved this matter. 



  9. Agenda #8 - EXPO Center Economic Impact

    • MINUTE ORDER #098/07:  The Court received a Preliminary Report on the Economic Impact of the Expo Center showing visitor spending, with a direct impact of approximately $10.8 million, a secondary impact of approximately $2.4 million, for a total impact of about $13.2 million; and showing that the Expo Center had 425,442 people attending events (with 148,905 from outside the county), with 59,562 visitors needing hotel room nights, generating approximately $1,786,860 million in hotel revenue.  No action taken.       



  10. Agenda #9 - Public Hearing on Expo Master Plan

    • MINUTE ORDER #099/07:  Judge Jon Burrows re-announced that the public hearing and presentation  set for Monday, February 26, 2007 at 6:30 p.m. at the Special Events Room of the Bell County EXPO Center on the Expo Master Plan and the Expo Board's request that a County Hotel Occupancy Tax be used to fund the project had been cancelled.



  11. Agenda #10 - Claims

    • MINUTE ORDER #100/07:  Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion of Commissioner Tim Brown, seconded by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.    



  12. Agenda #11 - Executive Session

    • MINUTE ORDER #101/07:  Judge Jon Burrows announced that the court would go into Executive Session on Personnel Matters under Section 551.074 of the Government Code.  The Court went into Executive Session at 9:20 a.m. and came out of Executive Session at 9:35 a.m.  The Court took no action following Executive Session.



    • (The Court then went into workshop session to discuss those items on the workshop agenda with no action being taken on any item.)


               There being no further business, the meeting adjourned.
