AFTER proper posting of public notice, a copy of which is attached hereto, on this the 19th day of March, 2007, the County Commissioners Court of Bell County, Texas, met in the Commissioners' Courtroom in Belton, Texas, in regular session with the following members of said Court present, to-wit:

  1. Agenda #1 - Minutes

    • MINUTE ORDER #118/07:  It being nine a.m., Judge Jon H. Burrows, called the regular meeting of the Commissioners' Court to order and called to the Courts attention that the minutes of March 12, 2007, had been received.  After due discussion, these minutes were approved as presented.



  2. Agenda #2a - Lakeaire Subdivision

    • MINUTE ORDER #119/07:  County Engineer Richard Macchi presented  for approval the renewal of the boat ramp Easement, DACW63-2-06-0858,in the Lakeaire Subdivision, for a ten-year period ending on July 31, 2016.  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously approved this matter. 



  3. Agenda #2b - TXU Electric Utility Easement

    • MINUTE ORDER #120/07:  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved granting a twenty-foot Utility Easement to TXU Electric Delivery Co. for the installation of utility poles to service the new jail addition.   



  4. Agenda #2c - Hay Ridge Acres

    • MINUTE ORDER #121/07:  County Engineer Richard Macchi presented  for approval the Final Plat for Hay Ridge Acres, a one-lot, 2.86 acre subdivision off of Reeds Lake Road, Precinct 3.  After due discussion, upon motion by Commissioner Eddy Lange, second by Commissioner Richard Cortese, the Court unanimously approved this matter. 



  5. Agenda #2d - K-TUTS Transportation Planning Policy Board

    • MINUTE ORDER #122/07:  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved the appointment of Precinct 4 Commissioner John Fisher as First Alternate and County Judge Jon Burrows as Second Alternate to the K-TUTS Transportation Planning Policy Board.



  6. Agenda #2e -  Award Bid for Pit-run Gravel

    • MINUTE ORDER #123/07:  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Eddy Lange, the Court unanimously awarded the annual bid for the purchase of pit-run gravel to all three bidders - Johnnie Kelley, Elmer King, and James Fischer.



  7. Agenda #2f - Creek Place Section 4

    • MINUTE ORDER #124/07:  County Engineer Richard Macchi presented  for approval the Final Plat for Creek Place Section 4, being a Replat of a part of Lot 3, Block E, Creek Place Section Two-A, in the E.T.J. of the City of Killeen.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved this matter. 



  8. Agenda #3 - Personnel

    • MINUTE ORDER #125/07:   Upon motion of Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved all employee status report forms, the same being attached hereto and made a part of these minutes.



  9. Agenda #4 - Renovation Project for the Texas Cooperative Extension Service

    • MINUTE ORDER #126/07:   After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved the contract with Jamail Construction for $73,818.98 to do renovation project for the Texas Cooperative Extension Service offices at the Bell County North Annex in Belton.   



  10. Agenda #5 - Jamail Construction

    • MINUTE ORDER #127/07:  After due discussion, upon motion by Commissioner Richard Cortese, second by Commissioner Tim Brown, the Court unanimously approved the Jamail Construction's TXMAS coefficient of .82 (.85 for nonstandard hours) and Jamail Construction's use of CCI (City Cost Index) of .775 for future projects. 



  11. Agenda #6 - Skanska USA Building, Inc. Change Order #3

    • MINUTE ORDER #128/07:   County Judge Jon Burrows presented for approval Change Order #003 with Skanska USA Building, Inc. for the Bell County Annex & Sheriff's Office Project.  After due discussion, upon motion of Commissioner Tim Brown, second by Commissioner Eddy Lange, the Court unanimously approved this matter. 



  12. Agenda #7 - Claims

    • MINUTE ORDER #129/07:  County Judge Jon Burrows presented the claims for review to the Court.  After proper review, upon motion of Commissioner Tim Brown, second by Commissioner Richard Cortese, the Court unanimously approved all such claims.  All according to a copy of the same being of record in the office of the County Auditor.    



  13. Agenda #8 - Burn Ban

    • MINUTE ORDER #130/07:   County Judge Jon Burrows presented for approval Order Lifting Burn Ban to be effective 9:00 a.m., Monday, March 19, 2007.  After due discussion, upon motion by Commissioner Tim Brown, second by Commissioner Eddy Lange, the matter was approved.



            (The Court then went into workshop session to discuss those items on the workshop agenda with no action being
             taken on any item.)


             There being no further business, the meeting adjourned.
