- MINUTE ORDER #172/07: It being nine a.m.,
Judge Jon H. Burrows called the regular meeting of the
Commissioners' Court to order and called to the Courts attention that the
minutes of April 16, 2007
regular session
had been received. After due discussion, these minutes were
approved as presented.
Agenda #2a - Lindemann Road
- MINUTE ORDER #173/07: Tom Berrier with the Bell
County Engineer's Office, on behalf of County Engineer Richard
Macchi presented for approval awarding bids for
the construction of Right of Way fencing on Lindemann Road (Precinct 2) and
Wild Mountain Road (Precinct 4). Three bids were received. After due discussion, upon motion by
Commissioner Tim Brown, second by Commissioner John Fisher, the
bid was awarded to B&B Fencing of Bartlett in the amount of $7,460.25.

- MINUTE ORDER #174/07: Upon motion of
Commissioner John Fisher, second by Commissioner Tim Brown, the
Court unanimously approved all employee status report forms, the same being
attached hereto and made a part of these minutes.
Agenda #4 - County Government Week
- MINUTE ORDER #175/07: County Judge Jon
Burrows presented for approval a Resolution proclaiming the week of
April 23 - 29, 2007, as County Government Week in Bell County. After due discussion,
upon motion by Commissioner Richard Cortese, second by Commissioner
Eddy Lange, the Court unanimously approved this matter. A copy of
said Resolution is attached hereto and made a part of these minutes.
Agenda #5 - Bell County Cooperative Extension
Volunteer Hall of Fame
- MINUTE ORDER #176/07: Judge Jon Burrows
introduced Texas Cooperative Extension representative Dirk Aaron who
presented the volunteers inducted into the Bell County Cooperative Extension
Volunteer Hall of Fame, a list of said volunteers which is attached hereto
and made a part of these minutes. No action taken.
Agenda #6 - Government Students from Temple
- MINUTE ORDER #177/07: County Judge Jon
Burrows recognized Shirley Stephenson who introduced Government students
from Central Texas Christian School in Temple visiting Bell County
Government as a part of County Government Week. No action taken.
Agenda #7 - Interlocal Agreement Renewal
- MINUTE ORDER #178/07: County Tax Assessor
Sharon Long presented for approval the renewal of Interlocal Agreement
between Bell County and the City of Killeen, authorizing the City of Killeen
to use Bell County software and fiber optic network to process, access, and
maintain records regarding early voting for a fee of $1,200.00 paid by the
City of Killeen. After due discussion, upon motion by
Commissioner John Fisher, second by Commissioner Tim Brown, the
Court unanimously approved this matter.
Agenda #8 - The American Family Reunion
- MINUTE ORDER #179/07: County Judge Jon Burrows
presented for approval a Resolution proclaiming July 1-4, 2007 as The
American Family Reunion, a reunion of present perspectives and past
patriotism for future families, celebrating our origins, our heritage, our
liberty. After due discussion, upon motion by
Commissioner Eddy Lange, second by Commissioner Richard Cortese,
the Court unanimously approved this matter. A copy of said Resolution
is attached hereto and made a part of these minutes.
Agenda #9 - Health Care Expenditures
- MINUTE ORDER #180/07: The Court received a
report on the 2007 payment to Bell County of $327,596.47 out of the State of
Texas Tobacco Settlement Fund proceeds to apply against Bell County 2006
unreimbursed health care expenditures of $7,512,818.58. No action
taken.
Agenda #10 - Cover the Uninsured Week
- MINUTE ORDER #181/07: Following presentation
by Rita Kelley, Director of Bell County Indigent Health Services Department,
Marlene DiLillo, Executive Director of the Greater Killeen Free Clinic and
Connie Minnick, Executive Director of the Temple Community Free Clinic,
County Judge Jon Burrows presented for approval the designation of April 20
- May 5, 2007 as Cover the Uninsured Week and receipt of report on the State
of Health Care as it affects Bell County, its residents, and other health
care safety net stakeholders. After due discussion, upon motion by
Commissioner Eddy Lange, second by Commissioner Richard Cortese,
the Court unanimously approved this matter.
Agenda #11 - FY 2006 Annual Audit Report
- MINUTE ORDER #182/07: County Auditor Donna
Eakin, First Assistant Auditor Tine Entrop, and Lisa McKinnon, CPA with
Brockway, Gersbach, McKinnon & Niemeier, P.C. presented the FY 2006 Annual
Audit Report. Upon motion by
Commissioner Richard Cortese, second by Commissioner Tim Brown,
the Court unanimously approved this report. A copy of said report is
attached hereto and made a part of these minutes.
Agenda #12 - Government Finance Officers Association
Award
- MINUTE ORDER #183/07: County Judge Jon Burrows
presented to the Bell County Auditor's Office the Government Finance
Officers Association Award for Bell County's Comprehensive Annual Financial
Report for the Fiscal Year ended September 30, 2005, which is the 26th year
the Bell County Auditor's Office has received this award. No action
taken.
Agenda #13 - Claims
- MINUTE ORDER #184/07: Judge Jon Burrows presented the
claims for review to the Court. After proper review, upon motion
of Commissioner Tim Brown, second by Commissioner Richard Cortese,
the Court unanimously approved all such claims. All according to a
copy of the same being of record in the office of the County Auditor.
(The Court then went into workshop session to discuss those items on the
workshop agenda with no action being
taken on any item.)
There being no further business, the meeting
adjourned.
