Agenda #1 - Minutes
- MINUTE ORDER #185/07: It being nine a.m.,
Judge Jon H. Burrows called the regular meeting of the
Commissioners' Court to order and called to the Courts attention that the
minutes of April 23, 2007 regular session had been received. After due
discussion, these minutes were accepted as presented.
Agenda #2a - Landfill Road
- MINUTE ORDER #186/07: Judge Jon H. Burrows
opened the public hearing at 9:08 a.m. regarding vacating a portion of
Landfill Road in the vicinity of F.M. 1123. Mr. James Hinds who owns
the land adjacent to this property was present and stated that he does not
oppose vacating the property. There being no further public comment,
Judge Jon H. Burrows closed the public hearing. After due discussion, upon motion by
Commissioner Tim Brown, second by Commissioner Richard Cortese,
the Court unanimously approved this matter.
Agenda #3 - Personnel
- MINUTE ORDER #187/07: Upon motion of
Commissioner Eddy Lange, second by Commissioner Tim Brown, the
Court unanimously approved all employee status report forms, the same being
attached hereto and made a part of these minutes.
Agenda #4 - Bell County HELP Center
- MINUTE ORDER #188/07: County Judge Jon
Burrows recognized Judy Morales and the Bell County HELP Center for
being awarded the Help and Hope Award for Collaboration by the Catholic
Charities of Central Texas, Diocese of Austin, for the partnership of the
HELP Center and Catholic Charities in assisting Hurricane Katrina and Rita
evacuees and in recognition of the HELP Center's staff and volunteers who
demonstrated true leadership and compassion in serving others. The
award was one of four presented in Austin on April 26, 2007. No action
taken.
Agenda #5 - Older Texans Month in Bell County
- MINUTE ORDER #189/07: Judge Jon Burrows
presented for approval a Resolution presented by the Area Agency on
Aging proclaiming May 2007 as Older Texans Month in Bell County. After due discussion, upon motion by
Commissioner Richard Cortese, second by Commissioner Tim Brown,
the Court unanimously approved this matter. A copy of said Resolution
is attached hereto and made a part of these minutes.
Agenda #6 - Contract for Election Services
- MINUTE ORDER #190/07: County Judge Jon
Burrows presented for consideration the update and re-approval of form
for Contract for Election Services, the Schedule of Fees, and the
contracting with other entities to conduct elections and/or provide election
equipment and services. After due discussion, upon motion by
Commissioner Eddy Lange, second by Commissioner Richard Cortese,
the Court unanimously approved this matter.
Agenda #7 - May 12th Constitutional Amendment Election
- MINUTE ORDER #191/07: County Clerk Shelley
Coston gave a report about the consolidation of voting locations
for the May 12th Constitutional Amendment Election to five locations for
both Early Voting and Election Day Voting.

Agenda #8 - Statement of Work - FusionBridge Ltd.
- MINUTE ORDER #192/07: County Judge Jon Burrows
presented for approval Statement of Work between Bell County and
FusionBridge, Ltd. for support in reviewing, assessing, documenting and
updating the processes and controls for Bell County Clerk Criminal Processes
with their fees being paid out of the County Clerk's Record Retention Fund. After due discussion, upon motion by
Commissioner Richard Cortese, second by Commissioner Tim Brown,
the Court unanimously approved this matter. A copy of said Statement
of Work
is attached hereto and made a part of these minutes.
Agenda #9 - Tax Abatement Agreements - Jencer
Investments, Inc.
- MINUTE ORDER #193/07: County Judge Jon
Burrows presented for approval two Tax Abatement Agreements with Jencer
Investments, Inc. for property located at 3918 Range Road for a distribution
center and for property located between 3918 Range Road and 3831 Lucius
McClevey Drive for a computer service center in Temple, both located in the
City of Temple Tax Abatement Financing Reinvestment Zone (Enterprise Zone
#3) and both previously approved by the City of Temple on February 15, 2007. After due discussion, upon motion by
Commissioner Eddy Lange, second by Commissioner Richard Cortese,
the Court unanimously approved this matter.
Agenda #10 - Tax Abatement Agreement - Celedonio and
Adela Hernandez
- MINUTE ORDER #194/07: County Judge Jon Burrows
presented for approval Tax Abatement Agreement with Celedonio and Adela
Hernandez for approximately 2.061 acres of property located at 118 North
16th Street for use as an independent grocery store, located in the
City of Temple Tax Increment Financing Reinvestment Zone #12 and previously
approved by the City of Temple on March 15, 2007. After due discussion, upon motion by
Commissioner Eddy Lange, second by Commissioner Richard Cortese,
the Court unanimously approved this matter.
Agenda #11 - Claims
- MINUTE ORDER #195/07: Judge Jon Burrows presented the
claims for review to the Court. After proper review, upon motion
of Commissioner Tim Brown, second by Commissioner Richard Cortese,
the Court unanimously approved all such claims. All according to a
copy of the same being of record in the office of the County Auditor.
(The Court then went into workshop session to discuss those items on the
workshop agenda with no action being
taken on any item.)
