this the 25th day of June, 2007, the County Commissioners Court of Bell County, Texas,
met in the Commissioners' Courtroom in Belton, Texas, in regular session with the

Agenda #1 - Minutes
- MINUTE ORDER #261/07: It being nine a.m.,
Judge Jon Burrows called the regular meeting of the Commissioners' Court
to order and called to the Courts attention that the minutes of June 18,
2007, regular session had been received. After due discussion, these
minutes were approved as presented.
Agenda #2a - County Engineer
- MINUTE ORDER #262/07: County Engineer Richard
Macchi presented for approval the installation of the following traffic
control devices:
1. Install YIELD sign on Meadow
View at Pecan Drive, Creek Place, Sect. 2;
2. Install YIELD sign on Amber
Jill Cove at Pecan Drive, Creek Place, Sect. 2;
3. Install 35 MPH speed limit
on Turkey Trot, reducing the speed from 45 MPH.
County Engineer announced that the notice of the public hearing was posted
in the Killeen Daily Herald on June 10, 2007 and no public comments were
received. County Judge Jon Burrows opened the public hearing at
9:08 a.m. With no public comments being made, the hearing was closed. After due
discussion, upon motion by Commissioner John Fisher, second by
Commissioner Tim Brown, the Court unanimously approved this matter.
Agenda #2b - Lone Star Acres Estates
- MINUTE ORDER #263/07: County Engineer Richard
Macchi presented for approval the final Plat of Lone Star Acres Estates,
a Three-Lot, 6.003 Acre Subdivision fronting onto Pendleton-Troy Road, in
the E.T.J. of the City of Temple. After due
discussion, upon motion by Commissioner Richard Cortese, second by Commissioner
John Fisher, the Court unanimously approved this matter.
Agenda #2c - Luis Oquendo Addition
- MINUTE ORDER #264/07: County Engineer Richard
Macchi presented for approval the final Plat of Luis Oquendo Addition,
being a Replat of Lot 1, Block 1, McLean's Crossing, Phase Two, in the E.T.J.
of the City of Killeen. After due
discussion, upon motion by Commissioner John Fisher, second by
Commissioner Tim Brown, the Court unanimously approved this matter.
Agenda #2d - Hot Mix Bids
- MINUTE ORDER #265/07: Upon motion by Commissioner
Tim Brown, second by Commissioner
Richard Cortese, the Court unanimously approved authorizing County
Engineer Richard Macchi to advertise for bids for the hot mix paving of
Hester Way, Crossland Drive and Arrowhead Point County Roads.
Agenda #3 - Personnel
- MINUTE ORDER #266/07: Upon motion of
Commissioner Richard Cortese, second by Commissioner Tim Brown, the
Court unanimously approved all employee status report forms, the same being
attached hereto and made a part of these minutes.
Agenda #4 - Change Order #001 - Bell County Jail Addition
Project
- MINUTE ORDER #267/07: Judge Jon
Burrows presented for approval Change Order #001 on the Bell County Jail
Addition Project with Skanska USA Building, Inc. with no change to Guaranteed
Maximum Price. After due discussion, the matter was tabled and no
action taken.
Agenda #5 - Utility Joint Use Acknowledgement
- MINUTE ORDER #268/07: After due discussion, upon motion by
Commissioner Richard Cortese, second by Commissioner Tim Brown,
the Court unanimously approved the Utility Joint Use Acknowledgement Utility
Adjustment between Bell County and the Texas Department of Transportation
for Bell County to retain, locate or relocate certain of its utility
facilities within the highway right of way, under U-Number U11923 from 57th
Street to 5th Street off Loop 363 in Temple.
Agenda #6 - Pactiv Corporation Tax Abatement Agreement
- MINUTE ORDER #269/07: County Judge Jon Burrows
presented for approval a Tax Abatement Agreement with Pactiv Corporation,
previously approved by Temple City Council on June 7, 2007, concerning
improvements to property located in the City of Temple Tax Increment
Financing Reinvestment Zone Number One. After due discussion, upon motion by
Commissioner Richard Cortese, second by Commissioner Tim Brown,
the Court unanimously approved this matter. A copy of said agreement
is attached hereto and made a part of these minutes.
Agenda #7 - Notice of Intention to Issue Bell County,
Texas Certificates of Obligation
- MINUTE ORDER #270/07: After due discussion, upon motion by
Commissioner Tim Brown, second by Commissioner John Fisher, the
Court unanimously approved the adoption of Order Authorizing Publication of
Notice of Intention to Issue Bell County, Texas, Certificates of Obligation,
Series 2007. A copy of said Order is attached hereto and made a part
of these minutes.
Agenda #8 - Claims
- MINUTE ORDER #271/07: Judge Jon Burrows presented the
claims for review to the Court. After proper review, upon motion
of Commissioner Tim Brown, second by Commissioner Richard
Cortese,
the Court unanimously approved all such claims. All according to a
copy of the same being of record in the office of the County Auditor.
(The Court then went into workshop session to discuss those items on the
workshop agenda with no action being
taken on any item.)
There being no further business, the meeting
adjourned.
